Hi good day I was wondering if there was a way I can erase the data from the Ext2 partition of my sd card. See everytime I wipe the phone the partition doesn't get cleaned out .......is there a way to do this with an app or through recovery mode?

Still there should be some odex file for application you are installing in data folder, try removing it.
Or from luckypatcher there is some option to remove all patch.

Maybe you have too much installed. Maybe you have apps that have left behind data files in /android/data/ - Games are pretty bad for this. Get DiskUsage from the playstore to find out whats using your memory.
This is just the internal I've got 18gb free on sd

You can't access *#*#4636#*#* ? It works on CM11 and what about removing sim or change sim card? Or maybe your sim provider locked the network access.
