Hi, I have HTC One m7 O2, unfortunately I have erased recovery and relocked my bootloader. Now I am unable to unlock my bootloader and also unable to run RUU. When trying to install RUU its stuck on 5%.

you can not use this ruu unless you s-off the phone. Unlock your bootloader and flash a rom.

Can you please guide me in obtaining S-Off as I have tried RumRunner and the other one both of them says No device detected intact if I use command prompt and use fastboot devices it shows my device.

your best chance in achieving s-off on hboot 1.57 is sunshine s-off. Otherwise you can try a combination of arhd + bulletbroof kernel and firewater

There is no RUU you can flash on this device with s-on. your bootloader version (1.57) and your CID/MID suggest that the correct version should be 6.09.401.5 or 6.09.401.10.
You can use the stock 6.09.401.5 odexed rom on ARHD website (install using a custom recovery) and then you can flash the stock recovery back if needed (for ota update ability)

ok i did revert to full stock 6.09.401.10 i've found a backup before rooting even.

you can try firewater s-off. If it doesnt work on your phone, sunshine is your only hope.

HTC__624 is Chunghwa Telecom. There is only one RUU available for this version.
Good news: its the same version as your phone (4.20.796.8) so you shouldn't have any problem flashing it.
Bad news: Its only hosted at ir-file.com and will require you a paid account to download it (15$ paypal)

Rumrunner migh work and its free. If not sunshine will work but cost 25$

And don't mind the S-ON I just got the phone S-OFF but I used getvar before I did the process.
My main/most important question is, can I still flash that RUU after having S-OFF to downgrade? the RUU had x.xx.401.x version but my version is x.xx.402.x is it still gonna work? (I don't mind the difference, I just need the downgrade badly)
Also if the version number causes an error, please link me a RUU for my phone that's android 4.4.2 or 4.4.3.

Don't forget to use htc_fastboot.exe instead of the regular fastboot.exe as stated in the OP of that thread.
Btw your version-main is really old and doesn't match your hboot version. Anyway the RUU will take care of that. Also you can unlock your bootloader since your phone is s-off. Relocked bootloader isn't required to flash a RUU when s-off.

Re-locking your bootloader wasn't required to flash the RUU, its only needed if S-ON.
You can unlock it again using htcdev.com/bootloader

Sorry for late answer, cleared the notification and forgot to answer.
You can use this firmware file https://www.androidfilehost.com/?fid=817550096634787821
will update your firmware to 7.19.401.2 then you can flash the RUU to be on the final version. Dont forget that you must use htc_fastboot.exe instead of fastboot.exe to flash the ruu or you'll get errors when flash the ruu
