Ok so as of today, one can root the Rogers S3, disable knox with supersu app and install a non 4.1 ROM? Would this also carrier unlock the phone?

If you flash a rooted ROM you'll be rooted. If you flash an unrooted ROM (and a stock ROM is unrooted), you'll still have to root.
Kingo is a lot easier than flashing a ROM is all you want to accomplish is rooting. Flash a ROM if it's different than the ROM you're running, and you want those differences. (If you're at NB4, use Kingo 1.5 or earlier, the latest one (1.6, IIRC) won't do NB4.)
