HTC One
the HTC One M7 S is probably for Sprint so don't use that one.

Just wondering if the two models HTC incredible s and droid incredible 2 have cross comparable Roms seeing as they are the same phone any one know ? Thanks in advance

They are not the same phone, how did you come to this conclusion?
I was told it was just a re branding

The DInc2 has a CDMA and GSM radio while the IncS only has a GSM radio. There is a China version of the IncS with both a CDMA and GSM radio - model S710D, so that may be where the confusion came from.
But as far as the North American IncS and the DInc2 simply being rebranded is completely inaccurate.
Inc S uses msm8255 chipset while Inc2 uses an msm8655

bingo. i though they are the same phone, before the China Telecom version S710D come out.

If i get an AT&T HTC One can i flash all the Roms and Kernels from the Unlocked HTC One. Would everything work fine like LTE?

As the title says, do you think that the users that have already purchased an HTC One will have the ability (even through unlocked bootloader) to flash a vanilla version of android instead of Sense?

It is a hardware issue, the M7 doesn't have the UMTS-1700 band that Wind requires. No 1700, no Wind! You are going to have to find another carrier or buy another phone!
