I knew bit torrent and Steam were blocked, but today I found out that Android app downloads are also blocked! Does anyone know how to get around this?

That's the problem. They have stuff like that blocked on wifi. So you'd need to use data.
Sadly I do not have data.

Damn... what were you expecting? A "hack" by a vpn workaround or something?
A way to change the ports of the connecting apps to the internet?
You need to set up a VPN on the outside and connect to it.
If they block typical VPN ports, then you need to configure your VPN on a non-standard port.
Hi!
Just wondering if anyone is able to get it from the Market. It is supposed to be free but I cannot find it.
Thanks!

BAD ASS NOTE 4
Please let me know if you guys know a ways to remove the ads!
No way that we know of. You could return it for another one and NOT let it connect to wifi or put in a sim until after you have relashed it. All phones are shipping with 6.1, so it was your mistake to let it update.

Yeah I know, I didn't done the research before I made the update.
Thanks for letting me know tho!
Things just got more complicated because Amazon has stopped selling the phone! We will have to wait and see what happens next. If it were me, I would contact them right away and find out if a replacement is available still.

Yeah I just realized that too, but I think I'll just keep the phone. because I just found a temporary way to remove the ads, so it won't bother me that much lol.

Developer options > Running services > Kill/Murder amazon services = Lockscreen doesn't display adverts.
What? Amazon stopped selling this phone? What does that mean, for us current users?

So, I'm an app developer and looked into this lately. The latest updates have hardened the lockscreen ads against removal - that includes against doing the above where it only causes a minimized ad on the lockscreen until reboot VS a fullscreen one unless there's a notification available.
(There's at least one way I didn't test such as reverting to the original shipped version of the amazon apps which could maybe work, idk.)
So the above can also be done using an app that displays a non-dismissable notification and starts on boot so that there's no longer any attention needed. Again, this just forces no fullscreen ads.
A newly found Linux flaw, which may work on the device as someone seems to have it working on android, looks like it could be used to gain access needed to completely remove the ads, but I don't really care to look into it and you do so at your own risk.
And of course as there's custom roms available, they won't have ads as well.
Stuff like lockscreen replacement apps - well I tried one and the amazon ad still appeared - the ad developer should have tested against these anyway. There seems to be better developer access to the lockscreen with android N that could in theory work against the ads, but the device OS isn't android N and I feel they wouldn't update it regardless if the ads were easily removed as that would be counterproductive.
If something isn't correct or becomes outdated in this post, just say below.
http://forum.xda-developers.com/r1-hd/how-to/blu-r1-hd-v6-6-dirtycowed-f-amazon-root-t3490882
Now that we can root and unlocked the V6.6 version, anyway to remove the ads?
Why not just install the non-Amazon version of the rom V12 using Colton's easy method, and then update it to V17 using vampire's method. The non-Amazon roms don't have the ads to begin with, so there's nothing that needs removing.
Searched the entire Note 9 forum for the bloatware removal thread, but cannot open it. I've tried 3 different browsers.
It is circled in red, in the first pic and the resulting screen when selected is the second pic.
Its got 126 replies, but won't open.
Why is this?

The link that was posted here does indeed have an extensive list & has the various commands (I'd use disable, since it ca be reversed vs uninstall, which requires a factory reset to restore).
https://forum.xda-developers.com/showpost.php?p=79118360&postcount=6
The affected functions/apps are conveniently grouped together, making it much easier to troubleshoot if anything desirable gets broken.

That's a good article/tutorial, but, since it was published, disable/enable commands have been found to work vs uninstall.
If you're absolutely sure you want to uninstall, that's fine, but, I see no advantages vs disabling.
You're not going to be able to repurpose the storage by deleting,& disabling is easily reversible.

Understood and thank you!
I always read everything I can find on a subject, twice, before connecting my phone the the computer and running commands.
My goal is to freeze the OS update apps and prevent Pie form installing on my Verizon Note 9.

Cool, I think you only need to freeze one .apk to disable the system updates.
I had a conversation with someone here recently that was on VZW & IIRC, VZW changed the name of the apk(s) responsible.
If you haven't already isolated which one(s) they are, I could look back at my older posts & get that info...

I'm using Adhell3 as well & have not been prompted to update my T-Mobile Note 9.
Tried out Pie & at least on the Note 9, did not like it at all, akin to how the Note 5 seemed like a downgrade from the Note 4.
If you can't trigger the "Check for Updates" in settings, I'd think that should suffice.

Essentially what @KOLIOSIS already said; use disable user option. Although with Ah3 there is no need it might get handy if keys for Ah3 can't be generated.
