You cannot downgrade firmware unless you are S-OFF and thus you cannot flash an older RUU.
I would primarily try to factory reset the phone via stock recovery. Caution: All data on the phone gets lost, you will get an untouched 5.0.2 then.

But like said above, you'll need s-off to flash it, you can't downgrade with s-on.
You could first try to unlock the bootloader via HTCdev and flash an elder custom rom, like ARHD 84.0 (Kitkat 4.4.3) before going S-OFF which costs 25$ via Sunshine. Since you are on Lollipop, at this moment an unlocked bootloader via HTCdev is needed anyway to S-OFF.

If you are returning your phone for service then you can run an RUU if your phone has one.
It will reset everything back to stock, even the firmware. Check here:

If your s-off then a RUU can downgrade your firmware. (I did this on a phone I returned for service without issues) If you are still s-on I don't think it will.
You just download the RUU.exe and run it on your PC and it guides you through resetting everything on the phone.

That depends on the carrier/vendor. If you don't have a RUU you could also run an RUU for another area (Since your S-off) to downgrade the firmware and then root it and use one of the posted stock nandroids to restore to your proper areas stock config. I can back to stock rom,but firmware version can't change,because there aren't ruu of HongKong,any ideas to change firmware version?
Since your S-off you can change your CID to use another RUU like this one:

The red warning in hboot is from being unlocked. Once you have back to stock (especially recovery) then the red warning will be gone. For sure after re-locking.

how can I backup stock recovery?
because there are not ruu of HK,so I should use TWRP to restore nandroid backup from HK htc one. then back to stock recovery .
Yes you would TWRP to restore and then flash the stock recovery and relock.
Here is a post where I helped another and it has the stock recovery and instructions for flashing if needed.

Just an FYI that this method will not downgrade the firmware, but just get you back to locked and a stock look, but with the newer firmware.

Firstly, Aussie dont have RUU, so I am going to use Europe since aussie are 1.28.980.17 for 4.1.2
Currently, I am on stock 4.2.2 with CWM recovery and "RELOCKED" bootloader (I typed fastboot oem lock) and s-off.
But, I want to try this and not quite sure if it is going to work or not.
1. Since I relocked bootloader, I cant flash stock recovery.

Your method will work, but you could also see if someone has uploaded a nandroid backup of your Aussie stock. Just a thought.

4.2.2. OTA, as far as I know, will contain the firmware, but you could flash it just to make sure everything is right. All the OTA will do is write over it anyway, so no harm, no foul either way. I would double check what firmware you need for the rom you're flashing, just to be sure.
Here's a link to that nandroid backup, too. Hope it goes smoothly.

I successfully flashed Europe RUU with 1.44 hboot!
Now I am restoring nandroid 4.1.2 backup. I still need aussie 4.1.2 firmware.zip as well right?
You do realise that if you go to S On then update to 4.2.2 you will have hboot 1.54 and will be unable to get S Off back ?

Now i am not sure if OTA still can be applied on Australian rom + European firmware with locked bootloader and s-on..
My phone right now is unlocked and with s-off. I was thinking I could relock the bootloader and run RUU to go back to complete stock (with S-OFF). My question is can I install the tmo update with S-OFF? Has anyone done this before? Or do I have to go back to S-ON in order to install the update?
I know that rumrunner does not work with HBOOT 1.56.
Any help would greatly be appreciated, thank you.

If you have a ruu for your currently installed rom, you can extract the recovery from the zip and install.

My phone is unlocked/S-OFF. On the previous OTA updates, all I had to do was reflash the stock recovery and the updates proceeded normally, installed just fine. On this new OTA update to 4.4.2, however, that didn't work. I tried relocking the bootloader, flashed the stock recovery... nothing worked (it would get the red slash during the recovery part of the OTA update). Evidently, T-Mobile/HTC are now much more picky about modified devices.
So, to get the OTA to work, I had to run the last RUU from T-Mobile. That, of course, wiped my phone clean, but installed a locked fresh 4.3.1 ROM (still S-OFF). Then the OTA update ran perfectly, resulting in the 4.4.2 OS installed. Then I unlocked it, flashed TWRP recovery and rooted it. It's working beautifully.

It does actually work, just seems very sensitive to OS, USB ports, drivers, (possibly even locale), etc.
Recommend you use a plain vanilla Win7 PC with USB2 port.

I had this exact problem trying to go back from 5.11.401.10. When i extracted the rom.zip, fastboot came back with remote: 02 data length is too large.
I had already unlocked with HTCDev, flashed TWRP and s-off. i just wanted a stock ruu to go back to sense 5.5. In the end, i found TeHashX has created a twrp flash here: Link I flashed that without root, with radio and recovery and I'm back to stock. You'll probably need to be s-off for this but I'm not sure. I kept s-off and the unlocked bootloader.
Ps. You can remove the tampered with a rooted rom in the process.

I have also been unable to use any of the 4.xx RUU... They worked once but none of them work now. Anyway I just wanted to say I also created a Guru Reset for the 5.21.502.2 (AT&T) here >> http://www.androidfilehost.com/?fid=23501681358545274 to go along with the files posted by @TeHashX
The only thing i can think of was the hboot prevents it now but i wasnt going to play with that. I personally went to 4.xx to get away from sense 6
Is there any other maybe older stock ROM i can try ?
I tried 1.29.401.x and that failed too. There was a note with the download saying you need to flash hboot 1.44 which i didn't bother with.

Is this the 3.04.651.2 RUU? If so, I already have a copy, and when I attempt to run the ARUwizard I get Error 155. Most likely I am doing something wrong. I just assumed that since I am already on 4.06.651.9 that the problem was I couldn't install the older 3.04.651.2 version. Thoughts?

This is exactly the same issue I'm experiencing. Well, now I'm even beyond this point... I am only able to boot the phone to the bootloader.
Edit: I am relocked as I am S-ON. I can't update firmware as the signature check fails. Flashing the 3.04.651.2 zip has a signature verify fail, as well.

1. Figure out if you are S-ON (is found on the bootloader screen)
2. If you are S-ON, try Rumrunner to get S-OFF (just google it). This will allow you to install any RUU regardless of your firmware.
3. If Rumrunner doesn't work or you don't want to go to S-OFF then download the 4.06 RUU here http://forum.xda-developers.com/showthread.php?t=2658910

Actually, it seems that the phone is wiped; I can't boot my recovery. As a result, I can't really get S-OFF. I'll try the 4.06 RUU, but would it make a difference that it's .4 and not .9?
EDIT: I'm talking out of my ass right now. Long day, and this isn't helping. I am figuring it out; unlocked the bootloader, and now things seem to be functional. Well, except CM doesn't seem to want to boot any longer, but that shouldn't matter for long.
EDIT 2: How can I get S-OFF without enabling debugging? As of right now, CM is just in a boot loop.
Sim Unlock Sprint HTC One Max
I almost cannot believe how many different ROMs I've tried to flash after wiping out my original ROM.
Bootloader unlocked and rooted I managaged to relock the bootloader while trying to fastboot flash a stock ROM, which also failed.
Beleive it or not, I've have found a couple that will boot up with my Sprint HTC One Max . I was able to re-unlock the bootloader, flash a new rom and even recover user data I had backed up to my PC via adb backup.
All this for not, as I still cannot find a Sense ROM that will flash on my device and allow me to unnlock the Sim via Sim Unlock Helper.
Any help would be greatly appreciated!!!
