"Best" is always going to be relative...
For one thing, if you can't / won't unlock the bootloader, then your choice is limited to stock kernel ROMs.

PrimeHD is a possible stand-out, implementing 3MP camera capability - still getting to grips myself, but I understand some others only support VGA resolution - not checked them all!
I'd like to hit jellybean myself, but I'd settle for a good Gingerbread (2.3)
NB. Phone original is 2.1 (Eclair)
Those based on CM6 sources are 2.2 (Froyo) - usually stock kernel
CM7 = 2.3 (Gingerbread) - some are stock kernel, some are custom
CM9 = 4.0 (Ice Cream Sandwich - ICS)
CM10 = 4.1 (JellyBean) - only a couple on this

I think I'm heading to either PrimeHD for the camera implementation, or one of the two Jellybean ROMs
But as with all ROM choices, an overall best is impossible - I've chopped everything below Gingerbread 2.3 - as it's one of the main application support limits - it's not clear if going to 4.1 actually gets many more apps, as the next sticking point is often 4.4 - so I don't care how smooth and silky a 2.1 or 2.2 is.
PS. Also worth looking into a number of possibilities that share the same kernel (some support more than one custom kernel) as it's less hassle to change ROMs when you keep the same kernel.

I am looking for what is generally considered the best / fastest Gingerbread ROM.
Is it CM ? I heard Juwe's rom is good too. Can anyone point me in the right direction ? Is Darky making one ?

i think darky has / is making a GB ROM, all it takes is for you to look in the development section to see what ROMs are out there.
official GB is out now, JVA / B / K all gingerbread.
if you want a custom version, you will have to do some searching, as it really depends on what you want, Im using MIUI, its GB based with excellent Features.
CM7 is smooth and super quick and is also GB but still has bugs.
so depending on what u want, just have a quick search and read the OP !!
Try my ROM, is based on official Gingerbread JVB and it has got a lot of mods and fixes...
A lot of users are happy with it! XD

Go for Simply Honey - the best I tried so far.
Best ROM threads are incredibly stupid and pointless. Try them yourself and see. It's all a matter of personal opinion.
IMO any ROM based off of a given Samsung firmware is going to perform nearly the same, the chefs just do a variety of small changes/optimizations/modifications, they can't really alter what Samsung has provided.
Kernels make a bigger difference than ROMs by far because we can actually modify the source code.. If you don't want to have to decide just flash stock ROM and then flash a custom kernel. I like Hardcore's but he doesn't have a Gingerbread version yet.
I'm on juwe rom and its really nice. I've also heard that simply honey if really good as well.

Have been on Darky V10 RC3 for a few weeks and it works great. No bugs, good speed, no lags, etc. Yesterday I flashed Juwe's ROM and so far I'm impressed ... Seems smoother than Darky's ROM ...
SGS I9000
Goatrip 1.7 was the most stable rom I'm currently running.
Power saving, cool UI, mostly important, stable, you know.
I tried CM7, it was quick and beautiful, but many FC
I tried all of them. Crickelo, juwe, andromedia, goatrip, darky.
Now i ues criskelo 35. Not much difference between them. Just themes are different.
And another opinion: DOC's rom. The last Beta (v2.1) is running great.

Advantages:
it is deodexed, zipaligned and rootet, was very simple to install via CWM3, flashing ROM from SD-Card even on a non-deodexed SGS I.
works perfect for me, is fast, smooth, has a nice look with glassy notification bar and dial-screen and seems to be very stable.
Disadvantages:
Has just 3 minor bugs (email.apk needs to be set back to default and powercontrol bar needs to be set on launcher and requires a restart to work properly...these bugs are solved)
3rd bug: when I choose the folder for favorite contacts (contacts marked with a star) on homescreen the application crashes.
Somebody who uses Ginger Criskelo v42 or v45 has an idea to solve this problem? link or solution will be useful!

you might also wanna check on CMy7 or miui. Great interface, smooth as silk and AOSP!

Is the battery better or worse?

Looking to not have to update frequently and just be stable as the first build I flash.

Battery depends on the modem i use but it's also very good.
Nothing is better than stock or stock based roms in terms of functionality.
Ics roms have several minor bugs.
And doesn't have as much functions as gb stock based roms.
I found it kinda annoying. So I'm on xxjw4.
And yes ics roms do have good battery life. Just like most gb roms with different kernels. Try it out and see the difference if you're feeling bored with gb.

well I'm a gb fanboy myself, but that sounds a bit too much...
at least, you get wifi direct, don't know how much useful it is right now, but you get it.
cm9 has much more functions than cm7, but yes, I do prefer stock gb with tw UI much better as well.
ics advantages:
hardware acceleration(buttery smooth scrolling),smooth ui
some new features like rotation anim,new status bar layout,new modifications n all....
3d performance is better...
new user interface...somehow is better then ginger bread...like side scrolling in dialer contacts n all
disadvantages:
bad battery no matter what rom you use as compared to gb
media scanning bug(except for cm9)but for me no matter what i do..cm9 eats battery like hell
media scanning refers to the doublets or triplets in gallery...it happens eventually in almost all the roms...except for cm9...
not fully stable...some minor errors,biggest of which is media scan bug..
tip:
if you wanna stay with gingerbread stability and awesome battery life but you want ics stuffs too...get latest cm7 nightly and flash devil 0.08 kernel...and ics notification layout...n yup latest cm7 nightly contain rotation animation and battery is awesome...and trust me with devil kernel...scrolling is 95 percent as smooth as in ICS..
so in a way you can get ICS stuffs by using cm& gingerbread...

I've been on Dmore3.3 since it was released and its very snappy, no bugs, ics themed. I prefer it over the ics roms available, stability is key for me. The developer actually just got swipe to remove notifications working on this rom. And battery life is awesome.

I was lurking the forums for the past couple of weeks looking for a stable JB ROM to migrate away from GB. Unfortunately my time was more or less wasted because the JB ROMs are still in infancy, struggling with the most basic problems like connectivity, memory leaks. Not to speak about the battery time.
So now that it is clear an upgrade to JB is far away, I would like to ask you for your guidance: what ROM would you recommend someone who puts the priorities as follows:
- rock solid
- usage: emailing, scheduling, browsing, reading, music playing / streaming; no gaming at all, no social networking
- would like a very smooth / fluid UI operation (I currently use Launcher Pro)
- need a kernel that allows oveclocking / undervolting; using AbyssNote 4.2 currently. I have a rock solid voltage table for every frequency between 200 and 1600 MHz
- I don't care about thousands upon thousands of customization features, the simpler the better and more stable
Please help... I lurked enough, I just feel lost, the S/N ration is so incredibly bad

Why don't you simply upgrade to stock ICS and flash a safe kernel? With Hydracore, stock ICS is butter smooth but less battery backup. With speedmod, battery backup is comparable to GB.

Why don't you try Crash ROM v10.1? It's an improved stock rom, very very smooth and it allows to you to taste the TW of S3 give it a try mate!

Thanks for the suggestions, I tried as follows:
- CleaNote 6.00 which is more or less a stock ICS 4.0.4. I find it to be way too slow (much more slower than GB), even with everything not required disabled (frozen by Titanium). Kernel used: HydraCore 5.4
- Crash 10.1 (non plus) with the stock kernel it comes with: must be trimmed down, lots of stuff I don't need, feels much more fluid / responsive. Various small issues (can't read /data and /system/app, older CWR, a few forced closes), bloated Phone.apk and some other integrated features I don't like to carry around. I think it's a very good ROM that just got too loaded, but that's what the folks want nowadays, so heck, my problem. I have to try it with other kernels.
Still looking for my dream post GB ROM :angel:
May I suggest Rocket ROM version 11? Truth be told, my Note has only seen 2 ROMs - it came with JellyCore v2 which had multiple issues, so I researched heavily and ended up flashing Rocket ROM v 11 which comes by default with HydraCore 4.3. It is (allegedly) very similar to the stock ROM and with some really useful additions (e.g. call recording) baked in. I'm a rather picky and a heavy user and this ROM has not made me think: "gah, I have to try something else, because...". It just works.
Ok guys, i'm not new to xda, and flashing phones, unlocking, rooting, and everything, but i just got this phone few days ago and it has stock 4.0.4 rom and i heard that JB 4.2 has better performance than 4.0.4 and i see a lot of JB roms out here but i can't decide which one is better??? So my question is what JB rom to try??? I need everything working as on stock 4.0.4 but i need your opinion which one to try??? Every comment is appreciated and everyone will get a thanx... My goal is to have everything working without major problems as on stock 4.0.4 but if possible with better performance in games and multitasking... First of all, if you're looking for a stable release, don't go for JB 4.2.x yet. It's still buggy (take a look at the threads)
If you're looking for a stable, smooth and fast Jelly Bean ROM, go for CM10 based ones. My preferate ones are (for now):

It's my actual own choice until other ROMs pass behind (life is like that).
BUT : Don't forget that till now, if you go for JB you will loose your ICS features like : FM Radio and correct HDMI output.
