If you mean transparency, then it is available on MIUI and PARANOIDANDROID ROMs..

In settings-status bar you have options to change battery status style, show clock, show battery status percent, signal status style, show notification count, double tap to sleep.

Kitkat style is possible on Jelly Bean using themes; but i dont think it is possible on official ICS.
Although highly doubtful, Check exposed however as your last resort for any modules.

Mod cm status bar you can use xblast tools or gravitybox
S3 mini stock rom status bar on cm I think is impossible
