I'm currently on a Sense 6 rom using firmware 6.09.401.5, this a Kitkat based rom.
I am thinking of downgrading to a Sense 5.5 rom or even a Sense 5 rom for various reasons. The rom I am thinking is based on 4.19.401.9 firmware.
Can I keep my current firmware or should I downgrade the firmware to 4.19.401.9 which is what the rom is based on?
The firmware I am using is the latest available and runs my 4.4.3 rom which I am presently using. The Sense 5.5 rom I am thinking of using is 4.4.2.

First, do you have s-off? Without s-off you can't downgrade the firmware. If you have s-off I would simply try the rom with you current firmware. I would only downgrade my firmware if I experiences some stability issues.
Yeah, I'm s-off. I have flashed firmwares, ruus etc.

And don't forget if you downgrade your firmware, use a "full" firmware package not a firmware.zip extracted from an ota update as it will probably brick your phone. "full" firmware.zip are usually 40-50Mb. Firmware.zip from ota update are only patches and doesn't include all firmware files so using one of these will brick your phone.

Is it worth unlocking the bootloader, putting a custom recovery on and flashing a 4.2.2 rom? (Android Revolution as I want the stock experience) Just for the updates 4.2.2 brings?

I am S-ON, but I understand Most roms still use the Stock Kernel correct? So how would I go from 4.1.2 Stock rom to 4.2.2 Android Revolution as far as flashing? Do I need flash the boot.img first? (Doing it with S-ON is what I'm implying, yes I know there are S-OFF methods currently)
Just flashed the ARHD 4.4.3 (81.0) but I am not really keen on the Sense 6 UI, in fact I dislike it a lot over Sense 5.
Would I need to flash a different radio/baseband if I want to go to a 4.4.2 Sense 5.5 rom?

no ...mostly all the older roms work just fine on newer firmware
I am currently running CM11-2014112 on my M7. To do this I unlocked bootloader with FastADP, flashed TWRP, flashed the ROM, flashed GAPPS and loaded SuperUserSU.
I have TitaniumBackup free version for the apps and TWRP for flashing.
I am confused about upgrading to a 5.1 ROM. I am only interested in stable versions. Is there a significant difference from 5.0?
Thusfar I have only found these that claim to be stable:
XenonHD
Skydragon (Beta?)
Viper One
Do I need to be S-Off for any of these ROMs?
Do I need to update firmware before flashing a Lollipop ROM?
Do I need to change/update the radio?
Does anyone have a suggestion for a ROM?

I was on the basically the same firmware when I first ran CM12. I used it for a while (~a week or two), then flashed to 7.17.1540.21. I didn't find that it gave me any noticeable improvement in battery or signal.

official support of the M7 stopped at android 5.0.2 for Sense version and 5.1 for GPE version.
You'll only find custom rom for Marshmallow and Nougat. I wouldn't recommend Marshmallow roms, they are unstable. Nougat roms work fine when used with the GPE firmware.
Don't forget that you shouldn't create 2 different threads for the same thing (read forum rules).

Is that a safe to using custom ROM's? I gonna store passwords and using bank services on it.

I hadn't had issues while running custom roms after 5 years.
I assume it's next to impossible to flash the GPE firmware if you're S-ON right?
