You must reflash the hboot first with that one from 6.23.651.6 then flash the 6.23.651.6 ruu.
Code:
fastboot oem rebootRUU
fastboot flash zip 6.23.651.6_full_firmware.zip
fastboot flash zip 6.23.651.6_full_firmware.zip
fastboot reboot-bootloader
then flash the 6.23.651.6 ruu
6.23.651.6_full_firmware.zip : https://www.androidfilehost.com/?fid=95916177934550539
BTW you don't need to relock the bootloader when the phone is S-OFF.

You can't downgrade firmware without s-off.
You can unlock bootloader via htcdev.com, flash custom recovery for Sprint (TWRP or CWM), download and flash stock ROM for Sprint via recovery (using command line from comp: adb sideload <firmware_name>.zip and sideload from recovery).

OMG!, Thank you so much!
Hi all,
A few I bought an HTC One model, and faced that it is a HK model, with HK ROM but I want to use it Hungary. My question is that, can I switch from HK ROM to European ROM to get official OTA updates? I have googled it, but cannot find anything useful on this topic
My device is S-On

main version: 2.24.708.4

Thank you,
What will be the impact on the device the changing of the cid and mid?
Exactly which RUU should I use, becuase I have found tons of these, and i really dont know which one to choose?
For example is RUU M7 UL JB 50 HTC Europe 1.28.401.7 Radio 4A.13.3231.27 10.31.1131.05 Release 310878 Signed OK for me?
it has different version numbers compared to what i have now

Use the 1.28.401.7 ruu this one here
changing mid and cid will allow you to run that ruu and receive ota, no others impact on the device.
unlock bootloader
install latest twrp recovery + root
s-off with rumrunner (might also require to flash a custom kernel like elementalx)
change cid
Code:
fastboot oem write cid HTC__001
fastboot reboot-bootloader
change mid using this tool to PN0710000
downgrade hboot to 1.44 version using this file provided by nkk71
Code:
fastboot oem rebootRUU
fastboot flash zip name_of_file.zip
fastboot flash zip name_of_file.zip [COLOR="Red"]<---- twice[/COLOR]
fastboot reboot-bootloader
run the ruu.exe
update phone via ota to latest version
flash custom recovery + root again if you need it (optional)
better to stay s-off
make sure you are not using windows 8.1 to do this. Also make sure you have latest android sdk installed on your computer and latest htc drivers.
if you are going to root again after the conversion, keep a copy of your stock recovery. You will need it to receive future ota

thanks,
I did it several times on my device. Got it new PN0711000 with that crappy Mexican .599 software. Converted to European .401 then converted to GPE .1700 then converted to dev .1540
much easier to do this now with the MID tool, was using eng hboot when I converted to European and gpe

It does actually work, just seems very sensitive to OS, USB ports, drivers, (possibly even locale), etc.
Recommend you use a plain vanilla Win7 PC with USB2 port.

Follow thread http://forum.xda-developers.com/showthread.php?t=2497614
from HTC One
I had this exact problem trying to go back from 5.11.401.10. When i extracted the rom.zip, fastboot came back with remote: 02 data length is too large.
I had already unlocked with HTCDev, flashed TWRP and s-off. i just wanted a stock ruu to go back to sense 5.5. In the end, i found TeHashX has created a twrp flash here: Link I flashed that without root, with radio and recovery and I'm back to stock. You'll probably need to be s-off for this but I'm not sure. I kept s-off and the unlocked bootloader.
Ps. You can remove the tampered with a rooted rom in the process.

I have also been unable to use any of the 4.xx RUU... They worked once but none of them work now. Anyway I just wanted to say I also created a Guru Reset for the 5.21.502.2 (AT&T) here >> http://www.androidfilehost.com/?fid=23501681358545274 to go along with the files posted by @TeHashX
The only thing i can think of was the hboot prevents it now but i wasnt going to play with that. I personally went to 4.xx to get away from sense 6
Is there any other maybe older stock ROM i can try ?
I tried 1.29.401.x and that failed too. There was a note with the download saying you need to flash hboot 1.44 which i didn't bother with.

afaik, we need to be at least on kitkat firmware (at least 6.xx.xxx.x). to be able to flash lollipop RUU (7.xx.xxx.x)
Try to flash the 7.23.502.1 stock firmware first (complete firmware not firmware from ota) then the 7.23.502.1 RUU or try an older RUU like the 3.17.502.3 version.
Update 3.17.502.3 successful but stuck there no 7.23.502.1

Thanks @alray. I have been able to update to version 3.17.502.3 but when I try to update to lollipop 7.23.502.1 using the ATT HTC M7 RUU from the htc site it fails.
It gives me Unkown error 155. ''Connect USB cable to android device". I use fast boot and the installation wizard crashed with Windows message: '' htc fastboot.exe has stopped working''. I have tried several times making sure the android drivers have been installed. Should I check for some special drivers?
Please help to complete final update to lollipop.

Like I said above, you need to be at least on 6.xx.xxx.x or 7.xx.xxx.x firmware to be able to flash a 7.23.502.1 RUU. Flash the 7.23.502.1 firmware then flash the 7.23.502.1 RUU zip.
And the 155 error is a usb problem. Check you cable, check usb ports, make sure to be connected directly on the computer (not using any external usb hub)

Hi there. I've got a taiwanese M7_U on my hands. Someone before me tried to flash custom ROM and failed dramatically. It's unlocked, has TWRP, but has no ROM flashed. I tried to reinstall stock ROM, but it fails as well: any Sense-based zip ROM goes into bootloop. I tried latest Android Revolution, ViperOne and stock zip repacks. I was able to capture logcat of ViperOne but couldn't find any obvious reasons of bootloops, so it is attached. Only ROM I got to boot on this device at least was CM12.1 nightly build. The worst - i can't install RUU for some reason, even after bootloader relock and flashing stock recovery. I suspect that the trouble is because of incompatible MID (PN0711000) and CID (HTC__621) for most RUU packages. The only compatible RUU build I was able to find is obviously outdated (1.20.709.101 vs current mainver of 7.18.709.102). I can't get S-OFF because HBOOT is already updated to 1.61.
I guess that if I want to get a stock-ish ROM running on that device my options are:
1. Figuring out why ViperOne and AndroidRevolution are bootloopin' (again, logcat attached)
2. Getting latest RUU for MID = PN0711000 and CID = HTC__621
3. Managing to get S-OFF for HBOOT 1.61, changing MID and CID and flashing common M7_UL RUU
4. Patching common M7_UL RUU to bypass MID/CID check.
I would appreciate any help in getting any of these options to work. I might've missed some importand guides, but quick search didn't help much, any help with finding guides or compatible RUUs would be appreciated as well.

What is your custom recovery version?
7.18.709.120 ruu here: http://www.ir-file.com/portal/index.php?dir=Firmware/HTC/HTC_Android/M7_U/
Requires s-off
Won't work. You can only flash signed ruu on a s-on phone. Any alteration of the ruu will prevent it to be flashed.
