you cannot install an XAP onto a WP without at least Developer Unlock or Chevron Unlock.

Unfortunately you can't....your device has to be unlocked.
The device needs to be unlocked and or have WP7 Root Tools installed on it.

fyi. one couldn't install WP7 Root Tools to use Policy Unlock without being able to send XAPs to device.

Haha...True and true.
I only mentioned WP7 Root Tools because most XAP deployers/installers require it to run on device.... but I see what your saying.

Simply you can follow the instructions here. The video is outdated so few stuff are changed on Microsoft's websites but you should adapt common sense.

No need to any firmware .. just follow the video and you should be good.

The version of the SDK I downloaded is saying I need to have Windows 8 as my OS to install. Is that the case for all versions of the SDK or have I somehow downloaded the wrong one?

Are you able to unlock it? Have you tried the cell unlocker, it always shows 5.99 I am not able to trust that.

could it be possible to develop an app that can upload a whatsapp backup to skydrive or an sd card and restore it after you hard resetted your phone?

Thanks, do you mean interop unlock or developer unlock?
I've hot an HTC 8x, so for me there is only the developer unlock possible.

Yeah, I mean the interop unlock, but dunno, maybe it will work with the dev unlock ^^ I think GoodDayToDie or WOLF can answer your question better than me
Yes, but it would require interop unlock. Whatsapp could put that functionality in their own app though.

You can try the Dev-Unlock (very low unlock level).
You can also try JTAG

There is not yet any rooting methods for your Lumia 521 Device.
But you can try
1. Jtag hardware method.
2. Developer Unlock for install homebrew apps or for the testing your owned developed apps.
