Code:
fastboot erase cache
then try to boot in recovery
I would suggest flashing twrp 2.6.3.3. That version is a bit old
Sent from my HTC One using XDA Premium 4 mobile app

I had this problem once, and it turned out to be my own foolish fault. I have a Sprint phone and I'd flashed a TWRP that was for a different carrier. When I re-flashed to the one for Sprint, all was well. I'm not saying this is the problem in your case, but it can cause this problem and it's something to double check. Make sure you have the right variant of TWRP for your carrier.

You should be able to unlock your bootloader with the same method you did the first time. Here is the procedure in case it has been awhile. If you have your Unlock_code.bin you might be able to reuse it. I don't think there is a RUU for your phone. This site has some files for your phone. The firmware on this site is for the next version.
You can not use custom recoveries with a locked bootloader!

GO in the HTC One M7 general section of this forum, you'll see a sticky thread name "Collection - Lollipop signed ruu"
Download the first file from the second post (7.19.401.22 RUU) and save it in the same folder you have your fastboot.exe installed on your computer. Then read post #1 for instructions how to flash the ruu, you must use the fastboot version linked in post #1.
The ruu will reflash your phone 100% stock then if its still not booting its maybe an hardware problem, but lets try the ruu first.
Also edit your first post and remove your phone IMEI and Serial number, never post these 2 numbers.

Why would you not restore system, boot, and recovery to stock before attempting something like this? A rooted phone would have modified things in system and/or boot partitions which will likely make the patching fail.
