I read somewhere that Android 7 Beta was released in Russia over the beta app. But is there a way to download the rom from another source? In Germany we are still waiting for Android 7, no information from honor. This is a frustrating situation.

idk about rom, but usually someone leaks beta bersions here... i cud flash android 7 to mt nem l21 but i prefer waiting because theres no really need for 7.0 for me now.

Not possible. You can only use custom rom of available and your bootloader unlocked else you are stuck.
