I've been using my Nexus 7 as a phone that only makes calls and texts. This way I don't receive any from it when I don't have a WiFi connection available. This also works really well because it saves the battery life of my Galaxy Nexus LTE.
Using TalkaTone and Google Voice this was very possible and very easy. You can also use GrooveIP, but I'm not using my $25 PS credit on that.
Since I'm always on WiFi w/ my N7 at home it's very convenient to be able to call on my tab. It is awesome texting from my N7!
I'm not going t go into great detail because if you're serious about this then head over to the GNex forum area and check out the massive thread on this subject.

I tried calling from Google voice but I can't hear anything.
I don't even see a dialer.
How do you turn on speakerphone

you have to install the Google voice app, allow it access to your Google account. Once you open the voice affiliation due the first time you will be able to allow it access.
Then whenever you text/receive text you will see the notification...It's like chatting.
You have to have Google voice number previously for it to work.

I had to set my dpi back to 213 then clear store data and Google services. I'm good to go now. can I receive calls from talkatone on here or only my mobile phone?

+1 for groove IP pro, works great and I use text+ gold for sending and receiving texts. Might have to have a different number for each app but it works.

I depend on Google Voice + Groove IP + Verizon unlimited LTE on my smartphone. Glad to find out it's working fine so far on Nexus 7 WIFI tethered off of the smartphone.

Google Voice and GrooveIP
I agree. I've been using GV and GrooveIP on my galaxy player for several months. I'm glad to see that this combo works even better on the Nexus 7.

You can use it as a speakerphone, but with a headset it's fantastic. (as long as you have a solid internet connection)
On my other tablets I had to tweak the settings to make it usable, but on the N7 I have had no issues whatsoever using the default settings.
OK guys, we already have a thread that is a work in progress trying to port TMOBILES WiFi calling to our device. Now I would like to see what other people have done to compensate for not having the T-Mobile app. What are the best 3rd party apps that work good for you and can you both make and receive calls using them?
Feel free to post any alternative to the T-mobile wifi calling app that has worked for you.

I've tried a combination of Google voice and the paid version of groove ip and the call quality was horrible. The person I called could barley understand me. This is very frustrating.

A dirty workaround is using google talk video chat and choosing handset speaker. It sucks, doesn't use the actual phone number, but does function if you're desperate.
Just tried talkatone, it worked but there is like a three second delay when talking.. It's weird. Call quality ok. How do I get good quality Internet calls?

Which one did you get? I'm in a similar boat trying to find a cheap phone just for use when I'm at home.
Look for 2 threads started by acegolfer, these will help you the most. One is called free voip calling w/iLBC codec and the other is something along the lines of Piaf with amazon ec2 or ew2. Not necessarily these easiest ways but from what I can tell they are probably some of the best. The first thread I mentioned also has a comparison of the most popular ways. Hope this helps some.
edit: there is also the Vonage app that has ok quality but you can only make calls and not receive them.

The Obi app in the google store, and then google voice.
Free incoming and outgoing wifi calls.
All you need is your username and password. Then just log on and your all set.

I got an HTC T-Mobile G2 out of pure need of wifi calling. Screen was cracked got it off ebay for like $25. There was just no way I could go on like this.

Vonage. Can't get incoming calls unless you subscribe, but free wifi/3g calling is awesome. The codec they use is HD (speex I believe) and is the best ever.
If someone calls you, just call them right back on the Vonage app. It's the best. Avoid talkatone/grooveip and the other "VOIP" apps. They are echo/delay city.
Vonage is free. Doesn't require you to be a Vonage subscriber. Just install it, use voice/text confirmation of your number, enroll and you're done.

Can anyone else report either success or failure of Google Hangouts videochat via AT&T LTE? I'm on the verge of upgrading from a Note 2 to a Note 3, but I think I'll wait if Hangouts doesn't work properly yet.
My friend down the street just went to the Note 3 and had the exact same issue. I'm starting to think its model specific.

Yeah they've been blocking it and I know how to enable it in an sql editor but can't do that without root. However in August they were suppose to enable it or begin enabling it.

My ATT Note 2 blocked Hangouts video on LTE until a month ago--then it started working.
However, I just got an ATT Note 3 and it once again blocks Hangouts video on LTE. This is in the same geographic location and using the same ATT account that was previously associated with my Note 2.
The Note 2 and Note 3 both show the same Hangouts version: 1.2.018 (849105-30).
I'm guessing nobody's work's over cellular?
I try a couple times a day and still says need wifi.
mine was crashing the other day made me sad.. international been getting updates left and right. get your ass in gear AT&T!
I found this several months back on XDA. Gtalkenabler_v1.1.1.apk modified. Must be rooted and works in GS3, Note 2 and Note 3. Allows you to receive and make hangout calls on LTE and 3/4g.

Thanks, but most of us are aware of the mods. It's actually just as easy to do it through an SQL editor than to have that running all the time. We were more concerned that were previously able to do it with the S4 and not now.
Also I would recommend Wannam Xposed for any kind of hacks if your rooted, to include enabling hangouts. It works without problems like the Gtalkenabler and the SQL editor.
I have the same problem. About a week ago I read an article. It said AT&T announced it but wouldn't fully rolled out until the end of the year.

To my knowledge you cant, the underlying Verizon framework is missing. Best to use Google Voice.

I have the t mobile note 4 that I am using on my ATT account. It is rooted with a custom rom. It has been working great. A little bit ago it made a sound I haven't heard before and on the screen it said call forwarding unconditional now set. So I can't receive any calls on it. I went to the phone settings and when I access the call forwarding screen everything is turned off and it says invalid network or SIM card. I'm pretty sure the SIM card is working because I can send text messages and connect to the LTE network. Any ideas what is going on ore how to fix it?

I have tried the #21# which is listed on att help but I get a message that says connection problem our invalid mmI code. I forgot to mention that I have a galaxy gear s that has auto call forwarding enabled on the watch and phone. It has been working great for the 2 months that I have had it.

call att and ask them to reset your account. Maybe problem is on their side. Did you check if imei on both units are clean?
