but for the life of me, I can't seem to enter fastboot modem - my CPU is not recognizing my phone when typing fastboot devices. there has to be another way to clear the modemst1 and modemst2 files via root explorer, right?

You sure you're opening the command prompt in the directory of your fastboot files.
If not try it.
You have to change the directory of command prompt using cd command

I'm doing the shift right-click in that directory. for example, if my fastboot files are in c:\temp, I'm opening command prompt in that folder. not sure if it is USB version or not though...
Finally got it to work. I changed lock screen to swipe, used impactor to enter fastboot mode, then enter the command lines via the command prompt. Rebooted, and GPS tracks my movements.
Score!

Thanks for the info. I tried It out but when I reboot and try to use GPS by opening maps the phone freezes and reboots.
Never mind found a solution.

I reflashed my software and used the GPS Status app. I have changed phones since then so I don't have more detail info on that.

For all those complaining insufficient information to flash Preview 2 of Android M to your nexus 5, here is the comprehensive guide to flashing the preview.
Install ADB and Fastboot to your computer
Follow this link http://forum.xda-developers.com/showthread.php?t=2588979&__utma=248941774.236267929.1403796127.1403796127.1403796127.1&__utmb=248941774.4.10.1403796127&__utmc=248941774&__utmx=-&__utmz=248941774.1403796127.1.1.utmcsr=google%7Cutmccn=%28organic%29%7Cutmcmd=organic%7Cutmctr=%28not%20provided%29&__utmv=-&__utmk=25906750
For MAC/linux
Follow this link
http://forum.xda-developers.com/showthread.php?t=2564453
Remember to head into settings > developer options and enable USB Debugging first.
download Android M Developer Preview from Google website for your specific device http://developer.android.com/preview/download.html
unzip these files to a folder you can access Desktop preferably
If your Nexus is not bootloader unlocked you should do that first.
Open a Terminal in the adb folder and type the command below then hit enter.
adb reboot bootloader
In Fastboot type:
fastboot oem unlock
Then hit enter. Follow the on-screen instructions and choose to erase the device. Wait a minute or so for it to unlock. This removes everything on your device.
If your bootloader is already unlocked, reember to wipe data before flashing. Do this by using these commands in cmd or terminal
fastboot devices
fastboot erase userdata
fastboot erase cache
fastboot reboot
How to Flash the Image
Now open the folder containing the unzipped Android M System Image file you downloaded. Type cmd in the address bar. Type the following commands posted below and hit enter. On a Mac you can open Terminal in the folder by enabling terminal shortcuts in settings. This is key for Mac users. Head to System Preferences and select Keyboard > Shortcuts > Services. Find “New Terminal at Folder” in the settings and click the box. Now when you’re in Finder, just right-click a folder and you’re shown the open to open Terminal.
Once in terminal simply copy and paste the commands below to install the Android M beta to your Nexus 5, Nexus 6, Nexus 9, or even the Nexus Player.
flash-all.bat
This will flash all of the needed files. If you are on a Mac or other computer you will need to type;
sudo ./flash-all.sh
This will push all of the files and update your device to the just released Android M developer preview beta. The files will start pushing and installing and your Nexus device may reboot and you will see an Android figure and then a moving Android logo. The logo screen may stay for a long time. Don’t unplug the device. This may last 10 minutes or longer.
It’s worth noting that some users may experience a “missing system.img” error and the installation will be aborted. This is because the way you’re trying to flash the update. Instructions on how to get around this can be found right here. Essentially users will need to unzip the update.zip folder and move all the images to the original folder we mentioned above, then manually flash them one by one, vs the flash-all command mentioned above. Only do this if you run into issues.
If you run into bootloop, follow this guide http://forum.xda-developers.com/google-nexus-5/help/bootloop-android-m-preview-2-t3154608/post61802470#post61802470
ENJOY!

@buildsaurabh
Thanks for the PM.
It is kinda convincing that this guide is more elaborate and a safe way to do this...even if it is the same result at the end.
I hope this helps others.
Thread open again
thanks for the guide, but this is not a rom just a tutorial hence the thread title should be changed accordingly.
Not to be that guy,
#1 do we really need another tutorial on how to flash your nexus?
#2 not a ROM its a tutorial
#3 the development section is not the place for this.
Plus there's already a dedicated android M thread.

This isn't a ROM, it's a guide so moved to General.
OP, please change the title to reflect this. Its misleading.
Looks like a "hit count" thread to me

So your GPS was working OK on stock 5.1? Reflash modem at times solves this problem. Look at fast boot cmd, 2 lines.
I'm not sure about stock however it worked fine in the same ROM and OctOS 6.0 before I reflashed everything.
I reflashed the entire phone because of random reboots happening every hour.
These 3 commands?
$ fastboot flash modem NON-HLOS.bin
$ fastboot erase modemst1
$ fastboot erase modemst2

You don't need to go back to stock to get GPS and get a GPS lock to work. Follow this (no data is lost, no flashing to stock is required:
1. Boot into the bootloader as per usual and hook up to your PC so you have fastboot access (May need drivers etc)
2. Run "fastboot devices" in command prompt to ensure your moto X is visible to your PC, if not go back to step 1.
3. Run the following 2 commands to clear your Radio/Modem cache
Code:
fastboot erase modemst1
fastboot erase modemst2
4. Reboot, and you should have working GPS.
For many Motorola devices (and some other brands) GPS doesn't work when connected to a 3g network. No problem when connected to 2g, 4g, WiFi, data disabled or no network. Reason is that Google delivers Android with an invalid gps.conf file, for devices with pure or next to pure Android. For this cases follow bellow steps:
You need to replace /system/etc/gps.conf by a valid configuration. Just
search in Google by "Google gps.conf" (without quotes). You will need
root.
You also need to verify APN settings, and add agps and supl if not exists.
For best performance enter the nearest ntp servers, search Google for ntp server list.

I'm having this very problem of GPS not working when 3G is enabled. Searching for "Google gps.conf" gave me one result on Google docs - is this the one you've talked about?

It's this file. I saw you are Brazilian and from Curitiba like me. You also may see a video in YouTube, search by "Como corrigir problemas de sinal de GPS em seu Android" (in English: How to solve GPS issues on your Android). On this video you can find in comments a ready file, with Brazil and South America ntp servers.
English speakers: you also may use this file, just replace ntp servers to the nearest for a better performance.

I found a video, in English, from xda developers, with gps.conf configured for the most countries. These files also solve GPS issues caused by the invalid file provided by Google.
In YouTube search by "How to make GPS lock faster".

I'm using the miui global custom rom and this is the only procedure that solved the problem. Thanks!
Hello friends.
My tablet ME172 was without ASUS logo and without loogo Battery.
Connecting the USB cable to my PC with Winsows 10.
In fastboot mode:
> Fastboot device
Fastboot 0000000000001
> Fastboot erase data (or others)
Failure: (partition does not exist)
In adb mode:
> Adb shell
Error: no devices / emulators found.
I have performed the procedures described in others thread in this forum
this way:
I installed in sdcart the ROOT.ZIP (me172 downloaded from mediafire)
The system has loaded until the screen locking with roofing requesting password.
Type password to decript storage.
How to solve.
