You can't downgrade Motorola firmware with a locked bootloader.
You have to unlock the bootloader before attempting to downgrade firmware. And even with an unlocked bootloader you have to omit GPT.bin from the flash sequence of commands when downgrading the firmware.
Many people have downgraded, for various reasons -- but you have to UNLOCK the bootloader first.
The bootloader for every firmware EXCEPT for the March 2017 (MCG24.251-5-5, the current latest version -- not to be confused with MCG24.251-5, the previous version without the extra "-5" on the end) can be unlocked or you can easily get to a version that can be unlocked. There's a guide in General.

No, that's the March 2017 firmware that Sunshine cannot unlock yet. The versions before that, yes. But you've already updated to the "bad" version.

You cannot flash a lower version with a locked bootloader.
I meant IF someone else has a lower version (if they did not yet take the most recent Verizon OTA, released March 2017), they can unlock their bootloader before updating.

You are on MCG24.251-5-5. Until Sunshine comes out with an exploit for that version, there is nothing you can do. You cannot downgrade to an earlier version with a locked bootloader. You should not have installed MCG24.251-5-5 on your phone, if you wanted to unlock your bootloader. If you just bought the phone and it was already installed, then it's not your fault but there is still nothing you can do.
Earlier firmware versions CAN be unlocked, but you cannot downgrade to those earlier versions if your bootloader is locked right now. Verizon does this on purpose to control their customers because they are evil. I made sure the version of the Quark phone I have is not Verizon Droid version, so my bootloader is easily unlocked (I have the XT1225, and there's also the XT1250).
Sunshine team made a series of exploits to unlock the bootloader of this Droid Turbo XT1254 phone for the past 1.5 years. I told you Sunshine does NOT support the newest firmware now installed on your phone. It only supports older firmware versions (prior to March 2017). You installed the newest firmware version last month or somebody did. So, there's nothing you can do now.
In the future Sunshine may find another exploit for the version you now have, but no prediction when or if it will ever happen.

Your phone cannot be unlocked.
Sunshine will not help you.
No other methods can help you.
IF you can boot into bootloader (from full off, press power and volume down together, release power only when phone starts, then release volume down a second later), you can use RSDlite version 6.2.4 to flash official Marshmallow firmware ONLY onto your phone. This should make it operable. It will NOT unlock the bootloader.

Download Marshmallow firmware for Turbo onto computer desktop. Download & install RSD. Run RSD, plug phone into computer after starting phone to bootloader screen. RSD should detect phone. Tap on box with three dots to search/choose firmware on desktop. 'OK' to decompress and run. Phone will be wiped of all data. To be sure of clean install, boot to recovery to FDR (factory data reset) and wipe all you can after flashing is complete.
What was so bad on Marshmallow that you prefer Lollipop, or even KitKat?
The 5-5 firmware may be the last official update, so you could get rid of some bloatware. If ever a significant update does come out, backup all your data and settings first, then RSD to a pure stock ROM, ready to update.

This is the problem that it is not downgrade marshmallow really dirty version you have a solution to it downgrade
Marshmallow may be 'dirty', but it's your ONLY option right now. So, it's either a brick, or a decently functional phone. Your choice. After taking the Mm update, the recovery was changed, and is ONLY compatible with stock Mm 5-5. A locked bootloader prevents workable root, let alone permanent root. The other posters are far more experienced than I, and they state nothing exists that will unlock the bootloader of the xt1254 after taking the '5-5' update. Nothing. And its likely there never will be. Highly likely no bootloader unlock method will be developed for phones on 5-5. No downgrade. Period. Stock or brick, your choice.

I have rooted every phone i've had and for some reason the MOTO X is confusing me! The phone is a bone stock developers Ed. 4.2.2 pre camera.
I am confused as to which jcase method to use or if there is another option.
I am guessing PwnMyMoto 1.4.3 verizon. but i'm not sure.
Any help would be fantastic.

PwnMyMoto and jcase's methods are for locked bootloaders. You first need to unlock your bootloader. Then you need to decide if you want to take the OTA to 4.4 or not because once you upgrade to 4.2.2 post-camera, you can never downgrade to 4.2.2 pre-camera without bricking your device.
If you want to upgrade to 4.4, here are the instructions to unlock and gain root:

I have read of others who kept the 4.2.2 bootloader and other partitions and just selectively flashed those partitions they wanted as each new upgrade's sbf firmware was released. I don't know what advantages there are to doing that.

It's a Developer Edition. Take all the updates available (4.2.2 camera update, 4.4 and now 4.4.2). Get the unlock code from Motorola and unlock your bootloader. Once that is done, flash twrp recovery and then install root via twrp.
Very simple on Dev Editions just because you can unlock the bootloader and flash an alternate recovery (twrp, cwm, etc..).
I agree. Unlock your bootloader (Doesn't void warranty on Developer Edition), flash TWRP recovery, then boot to TWRP and install/flash SuperSU. And it doesn't matter what ROM version you're running. (there is a TWRP for 4.2.2 and one for 4.4/4.4.2).
As mentioned, the bootloader included in the android versions can prevent you from downgrading the rom version. (i.e. bootloader in 4.4.2 prevents you from downgrading to any previous ROM). Why would you want to downgrade? If you have a locked bootloader, you'd want to downgrade to be able to use the root processes needed when you have a locked bootloader. But if you have an unlocked bootloader, because you can flash an alternate recovery (not possible with locked bootloader) and root no matter what ROM version you have installed, the only reason to downgrade would be if you encounter a bug you can't deal with that isn't present in the older roms.

I didn't know there was a different TWRP for 4.2.2.

I thought that the Verizon DE already had an unlocked bootloader? Or is it like an HTC where i have to go the the MOTOROLA webite and get a code?
I did something like that for an HTC ONE i have on straight talk. I unlocked the bootloader from the HTC website, then installed TWRP, and then rooted and its running a 4.4.2 ROM that is great.

Incorrect. You can do whatever you want with the DE, regardless of what version of Android you're on.

There are directions on a 1 page pamphlet that came with your VZW DE on how to unlock the bootloader.

Ok, so i have my phone unlocked, updated to 4.4 and for some reason i can not flash the TWRP.
I get the error (bootloader) variable not supported!
Any ideas.
I have tried both mfastboot and fastboot and i get nothing.
I also moved all files into another folder and CD into that folder and still the same error.
Can i install the TWRP with goo manager?

did it finish flashing? mine says that when i flash a recovery also, but it flashes.
after you flash it dont reboot, just go into recovery (volume down to move the selection, volume up to execute)
then select reboot system, and it will ask if you want to root.

You will not be able to take an ota with a rooted rom. The rom must be unmodified in any way for the ota to succeed in the upgrade. So your only chance is to either unroot the rom or factory restore the rom. If you factory restore, remember to backup your data.

You just said you were rooted, and you can not be rooted to take an ota. I am pretty sure of it.

Root=no upgrade. FleetPhone is saying because you are rooted your phone will not update. You can't have root.
Guys....it's not about being rooted. It's about NOT having STOCK RECOVERY, *or* about changes that were made to /system.
Usually just being rooted won't stop you from taking updates. But you can NOT take an update without Stock Recovery. You probably have TWRP recovery still installed - this will prevent the OTA from installing.
Aside from that, any significant modifications to /system, for example Xposed will need to be uninstalled first.
If you can't figure out the problem, use RSD Lite to flash the entire 4.4.2 ROM, then you can take the OTA.
NEVER DOWNGRADE. You can only do this because you are still on 4.4.2 and haven't updated to 4.4.4. Once on 4.4.4, any attempt to downgrade will likely result in a brick.

I have AT&T Moto X with unlocked bootloader and root. All I did to take update was restore stock recovery and apply 4.4.2 system.img to ensure there were not system changes and my phone accepted update fine (didn't lose anything either). Then I got root back I installed TWRP and SuperSU again. Done.

Ok, your problem of not being able to take the OTA... that is because of how SlapMyMoto works, and tricks it plays to give you root and write protection disabled.
If you want to take the OTA, you will have no choice but to flash completely back to stock (using RSDLite) and WILL lose root. For how, see -> http://forum.xda-developers.com/moto-x/general/guide-moto-x-return-to-100-stock-using-t2446515
Keep in mind that with a LOCKED bootloader, you will NOT be able to DISABLE Write Protection when on 4.4.2 and above. If on 4.4.2, PIE or TOWELPIEROOT can be used to root, but write protection will still be enabled, so root and changes made by root apps would be lost at power off/on or "hard boot" and root apps done have the ability to create files in /system and such. There is no root for 4.4.4 with locked bootloader. And before you ask... No, if you are on 4.4.4 you can NOT fully downgrade to 4.4.2 or lower. If you are on 4.4.2 you can NOT fully downgrade to 4.4 (aka 4.4.0) or lower! If you try, you will likely brick your phone or set it up to brick with future OTA's. (this is true for locked and Unlocked bootloaders)
IF you have an ATT, Verizon or Republic wireless, you can try the China Middleman thread in the general section to see if you can get a bootloader unlock code if you want to root and disable write protection no matter what ROM is on your phone.

There is no root for 4.4.4 with locked bootloader. And before you ask... No, if you are on 4.4.4 you can NOT fully downgrade to 4.4.2 or lower. If you are on 4.4.2 you can NOT fully downgrade to 4.4 (aka 4.4.0) or lower! If you try, you will likely brick your phone or set it up to brick with future OTA's. (this is true for locked and Unlocked bootloaders)

As far I know you can't downgrade if your BL is locked because once your BL is on the new version you can't downgrade it and in order to downgrade you need to flash only system via TWRP or Fastboot, both of them only available with unlocked BL. Sorry about that.
I rooted my verizon version using "mofo", it cost $20 though. It allows to flash a rooted stock firmware to the phone. I would recommend to flash the same firmware version as what you're currently running. If you flash an older firmware and also take the OTA updates afterward it may permanently brick the device.
To unlocked the bootloader, I use Sunshine which cost another $25 and needs root.
There are probably some other free ways to root, but these are were quick so I didn't mind paying. There is something called Kingroot, maybe it's enough to run Sunshine, but I don't know.
I've gotten a hold of the files to downgrade to 4.4.4 does anyone know how to flash them in the terminal manually? I'm confused on how to flash the 6 system imgs

They can't be flashed if you have 5.1, it won't let you because the bootloader is locked.

If you unlock the bootloader you should indeed be able to flash back to KitKat. However, i f you are looking for battery improvement you should check out computer freaks nodded stock build for battery life. We also have marsallow custom ROMs that for me has gave me great battery life on my turbo
Correct me if I'm wrong, but it's my understanding once you are on Lollipop bootloader you can't downgrade back to Kitkat bootloader. You CAN downgrade back to Kitkat from Lollipop -- but when you flash the image, you have to exclude the bootloader portion.

So, if the boot loader is unlocked will i be able to flash stock KitKat back using RSD ?
also what about the radio downgrade will i need to be doing anything to it or it will be downgraded when i flash the KitKat back ?

There is a solid chance of hardbrick flashing with RSD, as if it flash the bootloader you will end with a expensive paperweith. Motorola does not allow to revert to a prior firmware once the bootloader has been updated.

The real question is why do you want to flash the bootloader? I wouldn't recommend trying to go backwards with factory images. Even with Nexus devices, it can get tricky. All the battery advantages will come with the OS, which is the ROM and Kernel. I'd just get a good 4.4 ROM if you want KK and flash that. But like previously mentioned, consider other 5.0 or 6.0 ROMs as well. But don't try to go to an older-than-current system image. Hope this helps.

all i want is the stock KitKat that allowed me 48 hours of power with Wi-Fi on that was amazing
and when i get the Lollipop i lost that and also lost root
So, please let me know what's the best way to get stock KK back
i can unlock with Sunshine and then i need to know what's needed to get KK back

I'm afraid I can't help you there, as I do not own the device, you will have to ask in the specific thread or maybe someone else can chime in. It appears to be the stock droid turbo rom with some bloatware removed.

and I Successfully have TWRP and (Computerfreek274 Stock Android KK 4.4.4 ROM ) installed on it ... Also i have downgraded to the 4.4 radio to work

Look at this thread from over a year, which ironically is actually STILL here in the Moto Droid Turbo forum. It was never moved over to the Moto Maxx forum when they were split September 2015 (two months before the Droid Turbo bootloader was unlocked)... So, even though it says in bold red letters "THIS IS NOT FOR DROID TURBO I REPEAT DONT DO THIS FOR DROID TURBO" -- it actually does now apply to all Quarks.

If you want "Lollipop" in the future, do you mean like 5.1? (at that point, in late July 2015, we still thought Motorola would give the other Quarks 5.1 like they had eventually given the Droid Turbo.) Because you already flashed Lollipop 5.0.2 earlier, so you can re-flash that again very easily, then not have to worry about OTA files.
No need to take the OTA files. You can reflash any upgraded images via ADB that are posted here. Besides, you can't take OTA files safely anyway if any system file has been changed (like custom TWRP recovery). For me, having the custom recovery TWRP outweighs any ability to upgrade via OTA.
Basically if you want to downgrade to Kitkat 4.4.4, yes you can do that, and have all the functionality and attributes of Kitkat. Just don't re-flash the gpt.bin to a downgrade.

I (and some of my friends) had a problem with XT1254:
1. We updated to 6.0.1 via recovery with update.zip. This process had successfully done.
2. Several felt something wrong with new 6.0.1 system, so they re-updated via recovery again (still the same update.zip). This made the system dead. They could not enter system, except bootloader and recovery. The problem is that source system needs to be Lollipop SU4TL-49 so the re-update process will fail.
3. I did like them and tried to find the solution from old methods:
- tried to downgrade to 5.1;
- tried to flash new 6.0.1 system.img;
- deleted some lines in "updater-script" and tried to sideload via recovery;
but all failed because of "invalid signed image" (for both RSD and fastboot). The partion, boot, kernel have been the newest ones.
4. I tried to downgrade my XT1060 to Kitkat (another mine), and it also failed with flashing system.img. I had to flash the Lollipop's system.img and the problem solved.
Conclusion:
1. Unlock bootloader and flash TWRP will solved the problem for XT1254. The phone could not boot to system so buying a unique key is the only solution (but how to buy?).
2. Wait for the 6.0.1 flash file (xml) then flash via RSD. Several security patches from Verizon may lock the downgrade process.
3. Can some one give other solutions?

i updated to 6.0.1 via recovery with update.zip. This process had successfully done and re-updated via recovery again (still the same update.zip) and i factory reset tin recovery so it stuck screen 'erasing...'They could not enter system, except bootloader and recovery vesersion (6.0.1),can not into apply update sdcard , it turn e:\unkown volum path [sdcard]... and I did like them and tried to find the solution from old methods:

1. I have never heard of anyone selling bootloader unlock keys for the XT1254. If you want to unlock your bootloader, Sunshine is your only option, and as of right now it will only work on lollipop builds. If your phone is on marshmallow, Sunshine will not work. If your phone cannot boot, it won't work no matter what build you're on.
2. If your phone is bricked and on marshmallow, waiting for the full firmware package is your only option. However, a downgrade to a previous firmware with a locked bootloader isn't, and has never been, possible.

unlock the bootloader and install TWRP BEFORE doing any updates, while still on Lollipop. That is the only safe, logical answer. An unlocked bootloader -- especially with custom recovery -- will let you do lot of things and is more forgiving of mistakes than a locked bootloader.
We keep telling people that and they won't believe us.

Right. Several people who didn't like Lollipop but preferred the original Kitkat "speed", "battery life" or whatever successfully downgraded back to 4.4.4 -- but only AFTER they unlocked their bootloader. Even then you have to make sure you don't flash the old gpt.bin in ADB, but downgrading is possible with an UNlocked bootloader.
Even when flashing XT1250 firmware over XT1254 or vice versa, it CAN be done with a locked bootloader, but if you mess something up you are in big trouble. UNlocked bootloader? Just do it again, correcting your mistake the next time.

The process seems to involve sending approximately $45 to a Chinese middle-man via eBay and another website, along with your IMEI and cell phone number, and you will receive an unlock code.
It seems like this is all one guy handling this process. Turnaround time seems to be 24-48 hours beginning to end.

Theory was that someone with access to Motorola's engineering software had a side business going. You know they unlock their bootloaders for testing and such. Someone with access to that software could make some money if they made sure they covered their tracks.
Also people who visited China were able to buy unlocked bootloader Droid Turbos well before Sunshine was released. One guy posted in this forum. In that case, it was probably pilfering some phones from the factory -- but again with unlocked bootloaders. So, there is some software out there somewhere, just kept under wraps.

I updated my post to include XDA links. I can't find any examples of Droid Turbos being unlocked via this eBay "purchase" only other Verizon phones, but there are the legitimate reports of unlocked Droid Turbos for sale in China in the year prior to Sunshine being released November 2015. One guy even posted on here because he was trying to install CM12.1 at the time on his BOOTLOADER UNLOCKED Droid Turbo he had purchased in China.
Note the Chinese middleman guy was charging $45 for bootloader unlock at the time, and Sunshine only charges $25.

Doesn anybody know how much does usually takes for Verzion ( or whoever does it ) to release xml sbf firmware file? And do they release every? I need latest MCG24 or at least system file (s) is enough.
I have everything except system files, if anybody can provide system files or knows hot to convert ones from ota , I can make complete fastboot xml zip.
EDIT: System from OTA is not enough. If somebody can provide system / backup from MCG24 phone, I might be able to make it.

Can you give little more info on this. Changed cid? Unlocked bootloader? Maybe we can use x1250 xml fastboot files until they release Marshmallow fastboot. I need one for backup , I know I'll brick the phone sooner or later , as guys above did lol..
Yes, unlocked bootloader and you don't flash the XT1254 bootloader. This was before Sunshine, and he converted XT1250 to XT1254 with unlocked bootloader.
We chatted over a few days, while he tried to find an XT1250, ordered one, then it arrived. Then he flashed the Verizon firmware. Here's the relevant portion of what he wrote:
Flashed the Verizon radio and 5.1 FW (firmware)
The only problem I have right now is upload speeds are super slow.

That's been done, too. I didn't know that was the question.
One guy didn't want Verizon bloatware and his solution was to flash the "pure" Motorola firmware from the XT1250 over his XT1254.
Yes, he had unlocked bootloader and could have just uninstalled the bloatware. I'm not saying it was logical, I'm just telling you what he did.
So there's no question these two phones are exactly the same device, with exactly the same FCC ID.
The issue is the XT1250/XT1254 being flashed needs to the other needs an unlocked bootloader. And you can't downgrade (gpt.bin) when you flash.
So, for the purposes of this thread that information doesn't help you, if your XT1254 bootloader isn't unlocked.
