Yes you can flash any rom if you have bootloader unlocked and twrp.
I hear reverting back breaks your sensors. Did that happen when you moved from android 10 to android 9?

Yes , there is hope. But we need a custom recovery first , TWRP or AOSP recovery it doesn't matter
seems that twrp is out, now waiting for some developer to make a custom rom, and hoping that battery life can get better than stock rom.
Even so, this twrp that just released is based on A10, so u can only flash magisk but cant flash any A11 roms as of yet

What do you mean it can only install Android 11 ROMs? People are using the Mi 11 TWRP to install xiaomi.eu MIUI 12 which is based on Android 11:

Here, is the required twrp file, but it's unofficial. However there's an official twrp for Mi Note 10(not Pro) on twrp official.
Also, here's a tutorial video incase you want help.

i am currently on Pixel Experience 13 Plus Edition and i want to go back to MIUI , my question is is there any TWRP custom recovery that support android 13 or maybe any solution ?
I don't know "Pixel Experience 13 Plus Edition", but with MIUI 13 installed, this TWRP https://sourceforge.net/projects/recovery-for-xiaomi-devices/files/lancelot works at least for installing MIUI 12.5.
You need to flash both TWRP and vbmeta.img. vbmeta taken from MIUI firmware package, e.g. https://xiaomirom.com/en/rom/redmi-9-lancelot-europe-fastboot-recovery-rom/.
Current MIUI 13 has ****ty performance (at least on 3GB RAM phones), maybe it is better to switch to LineageOS 20 instead. Or stay on MIUI 12.5.
Can confirm for dimensino twrp from link above. It's only recovery that works for android 12 on my redmi 9. Also, i can't install any other TWRP. You can try this (sadly, doesn't work for me):
Official LineageOS for Redmi 9
There is official release of LineageOS 20 for Redmi 9: https://wiki.lineageos.org/devices/lancelot/ Pity, no support on XDA.

Also, as mentoned above, MIUI 13 has ****ty performance, better to stick to some AOSP ROM-s.
