There are countless apps available that use a service to allow the lowering of the MIN screen brightness level but none offer an option to lower it without an app running.
I found the setting file for max_brightness but can't find a min brightness.
How can I set my minimum brightness level to 1 without an app?

For me on lowest it's still more than bright enough, and it's the main battery eater for me.

When i put it to the lowest using the system settings this widget tell me its at 8%. It lets me hit 0%
Also might try dazzle from the android market. Has a 4% option. Just put dazzle in search bar. Its a widget.

Also, the newer ROMs(JH3, etc) can make the screen damn near unreadable at the lowest brightness.
just a small observation that I want to share, when you have brightness setup at minimum level do not enable power saving mode, as it will automatically increase the brightness in some light condition.
Is there any way to make set display's brightness level lower than slider in settings allows?
Why?
1) SGS's display got so much brightness and contrast that in low (or zero) light conditions it is simply too bright! It hurts eyes.
2) It might severely improve battery life.

If i remember, real mini is 8, max 255, i use Brightness level from Curvefish ( Market ), it seems to be the lowest i can get, an it's a 1X1 widget, not that horrible.
Dimmer Night mode , Market too, is another way to go.

Yup even quick settings (free) from market allows to go uptil 18.
i use Dimmer. brightness is 10.
I use extended controls and it has multiple options to control brightness or switch between user and auto brightness settings. Not sure it goes lower than stock but i tested it today and i can get 7 hours of almost nonstop use out of a full battery. Thats a mix between navigation internet and calls. Thats good enouh for me.

From 1 to 17 theres no difference in brightness. 0 is screen off, 18 is lowest brightness,.... and so on up to 255.
Some phones have gamma settings, is it possible to set gamma in anyway at s3 mini as well?

Stock kernel (to my knowledge) doesnt allow any gamma modifications. Custom kernel (possibly CM) however does (in most cases), but might require third party apps (e.g. FauxDisplay). As for stock kernel alternatives, apps like Screen Adjuster might suit your needs.
you can also try Lux Auto Brightness. It sets brightness automatically (using the front camera as a light sensor) and that way you can see everything clearly in direct sunlight and when you're in a dark place, it goes far more darker than the stock adjuster allows you to go thus saving a huge amount of battery juice
these are my settings in profile editor section of the app (LUMA) :

NIGHT

Little background: somewhere in kernel code or some other core module of the operation system manufacturers or ROM creators set minimum brightness value for the device. This value was in some of my other devices called min_brightness. I remember faintly that I was able to set the value by running some script in Init.d. Unfortunately I did it several years ago for my other device and cannot remember the details.
The minimum brightness in Colt OS is 31 and seems to be similar other roms, which I tried.
Another option to set the value is Xposed module called Minimum Brightness. Unfortunately it has zero effect on my device. forum.xda-developers.com/xposed/modules/mod-minimum-brightness-t2993161/amp/
Another option is to use app called Brightness Tweak, which does its job somewhat but the result is not exactly desirable. The problem is that it makes the brightness curve not smooth and setting semi-bright values is impossible. Try to use "ScreenDim" app
Thanks for the suggestion. I tried the app, but in my opinion the brightness adjustment method is very convenient. The is no slider in notification or sliding status bar. Also the min brightness is not adjusted globally so other brightness adjustment method are unaffected.

Have you tried light control app?
No + the phone is broken already. It wont keep charge anymore.
