Can we adjust CPU speed and voltage ? Is there a custom kernel compatible with apps that adjust CPU speed and Voltage?

with root it is possible everything. and yes there are applications and also a particular kernel.
apk: Kernel Auditor or AKT

Thanks, do you know which kernel supports voltage change? On default kernel voltage change is not supported.

I want to install sentiroN's kernel so i can mainly undervolt to save battery, but i'm also looking to overclock to 1200 mhz, which version of his kernel should i use?
And which version of Xan's voltage control?
Thanks.

Use setiron's 1.4.7 oc @1200. This is Odin-flashable only. Don't install it via CWM. Link below.

Get Xan's Voltage Control 2.0RC3. That's the version I'm using with setiron's 1.4.7 oc @1200.
Just make sure you back up all your data and disable voodoo lagfix beforehand. Kernel swapping doesn't always go smoothly.

Underclocking is always possible, just get setcpu (or similar) off of android market, and turn down the max cpu frequency. Overclocking requires either a different kernel or a kernel module. We are currently working on kernel modules to be applied, but we need an unlocked bootloader to achieve a fully "overclockable" kernel.

We really need an unlocked bootloader cuz development would be so much easier
Overclocking Droid 3. The thread title says xt860 but if you read through the posts many other users are reporting success as well, no modules/custom kernel needed.
Guys is it possible to enable the Simple GPU governor on the stock kernel and configure it?
tried on trickster mod but it doesn't apply/tick nor does it let me configre it even with th paid version.

Any one know undervoltage kernel for mi4?

any los based rom has voltage control which you can change in kernel adiutor app, and for underclock u just need to set the lower freq in the same app.
For the undervolt i don't recommend to undervolt freqs below 1032 mhz, it will cause the system unstable with maybe a sod.

If you are on MIUI you can try redkancut, if you are on any custom rom, most of roms have the undervolt by default
I understand we are not able to flash any custom kernel since there are none available with this device having limited dev support.
However, if rooted can we change settings with a kernel manager with the CPU and GPU? Installed EX Kernel Manger and set the CPU governor to "performance" but not seeing any speed or performance increases
