I am using the latest snapshot rom from CM on my MI3W phone. My recovery is TWRP. I have repartitioned my system following the below link

The xiaomi rom flash tool only supports .tar files which can be found in the previous links.

If you need a more detailed guide check Google or YouTube they're full of good tips.
BTW there are no redmi note 7 fastboot rom files yet.

the latest eu(10.2.8) is stable. i am using it now. anyway, they will not put it in the stable stage if it isnt.

I honestly wouldn't recommend flashing unofficial twrp. You should wait for official twrp to release for this phone here:

I suggest you only unlock your bootloader and use stock rom for now and wait for official twrp.

This is the first time I am going to try custom rom (MIUI 11.0 STABLE RELEASE From xiaomi.eu). There are many TWRP versions, also Orange Fox, but I cant find anything official. Which one should I use?
I am on Official Global 10.3.2 (Mi 9T Pro Rom). Do I need to install Miui 11 first before installing xiaomi.eu rom?

u can install twrp in ur running version, no need to install any other version.
u can search in youtube for better understanding as u r doing it for the first time.
no need official twrp. unofficials are ok.

Dude, you don't need to install miui 11. The first thing you need to do is to install TWRP with Android 9.0 and 10 support "TWRP 3.3.1-15 Unofficial by mauronofrio" that works flawlessly on the k20 pro and Mi 9t pro models. Then upload the Magisk zip file immediately when you log in to the TWRP screen. After you do this, you can install any Custom Rom file.
And if you have the Mi 9T Pro remember only Mauronofrio's TWRP is working. Abhisheks doesn't work with it.
You can also try orangefox version 10.0-7. It's the latest I think.
FYI, MIUI.eu's ROMS all have TWRP as their default recovery. Tested both 10.4.6 and 11.0.2 without issues. Magisk 19.4 and 20.0 also installs without problems.
I am on official MIUI 10.3.4 with a patched boot file in order to root the phone, without TWRP.
I have downloaded the official update to MIUI 11. I must install the full ROM to go to MIUI 11 or just the recovery version?

it's recovery rom, not fastboot.
should I put it in downloaded_rom folder and unlock bootloader then install a custom recovery to flash it?

I never felt any lag on eu rom (using over 2months)

You better flash xiaomi.eu miui11 Rom
Because indian rom doesn't support NFC
and it's pretty bloated. Even the xiaomi music app is bloated by Hungama add-on(and it's really frustrating).
If you flash miui11 by xiaomi.eu you don't need to flash firware and vendor file as the Rom itself contains them .
I highly suggest you to flash xiaomi eu rom
And it's far better than official MIUI
And less bloated
Only con is - no OTA updates in Xiaomi.eu roms
Every update is around 2.1GB in size
(I personally use xiaomi.eu MIUI 11 beta rom)
