I've got an P9 Plus (VIE-L09C432) and the latest update I get is B370 from March 2017. I can see from other users on XDA and Firmware Finder (FF) that there are newer updates out there. But neither "system update" on the phone, nor HiSuite finds anything newer than B370.
Why is different updates available only in some regions. Who decides this? Huawei or my phone company?
I tried updating via FF, but even though it makes the system updater find a newer firmware it failes when I try to download it. My next phone will by a pure Google phone.

The build have to be approved by Huawei in FF.
For your phone, the latest approved build are B381.
Yes, the question then is why do I never get any updates newer than B370? Is somehow Huawei or Telia (my phone company) holding the updates back?

Strange, i'm a swede with Telia...got B381 OTA weeks ago.
(it has nothing to do with Telia)
Sent a mesage to Huawei support and they asked for my IMEI number and would look into why my phone never got the updates after B370. Have not heard back from them yet, but I'm optimistic. At one time I have unlocked my boot loader and rooted the phone, but I relocked it and restored the phone via B360 which was updated to B370 via my one and only OTA received. I found I had little or no use for root on the phone.
B384 is now approved in FF. (Smooth update)

Huawei don't give much love to us up here in Scandinavia. Well known!! and specially L09-C432.
The L29C363 seems to get more attention.

Hi. Did anyone get C636B394 update via OTA? Firmware finder shows that IMEI no. Is approved for B394 but I haven't got any update yet.
Im still stuck with Nov 2017 security patch.
Just install via Firmware Finder. It wouldn't make a difference installing via that app or the official updater app.

The download file becomes huge (the FullOTA-MF) because all EVA-L09,EVA-L19,EVA-L29 variants of the update starts downloading. So I thought maybe I'd wait for the official update. So far I got updates every month just that this month there has been no updates so was curious.
My p9plus is not getting any sort of update ...it is currently on Emui 4.1 and its build number is VIE-L09c627B160 can any one help me ?

you can try using Firmware Finder Free. its available for download it from Play Store
Mine is stuck too not haven't received a single update since I bought it still on emui 4.1 FF is useless it donwloads the update just fine but it always fails on the installation at 1% my build N is VIE-L29C605B131.

What country/region are you from?
What is the present firmware version B160 dated?
Firmware Finder (FF) (online version) shows B150 as the latest, so FF's probably not going to help you unfortunately: http://pro-teammt.ru/firmware-database/?firmware_model=VIE-L09c627&firmware_page=0
Your only other option may be to convert to another region's ROM, which has received regular updates - e.g. Euro C432 ROM (latest is B382, dated March 2018). But, it's a risky procedure which involves unlocking the bootloader, rooting the phone, changing the vendor country info with SRK Tool, etc, etc.

Which update did you try? If you're still on 4.1, then you should try a much earlier update (i.e. the very 1st 5.0 update) - I'd recommend one of the B361s from here (or via the FF app): http://pro-teammt.ru/firmware-database/?firmware_model=VIE-L29C605&firmware_page=0
Always download & apply the FullOTA-MF, in this case ~1.3Gb file size.
Once you have installed B361 successfully, try the B381 update (not the latest B382 as it will not work at this stage most likely). Again, download the FullOTA-MF (1.4Gb) & apply it.

I tried all of the full OTA on FF all them download just fine but every time the phone restarts to install the update for some reason it fails at 1% of the install.

try B202 first
I had an P9+ B130 version and was able to upgrade to B202, which is needed as a stepping stone to MIUI 5. I used FF with the proxy update scheme. The B202 update worked while other versions stopped at verifying the update, which is just what you experienced.

I'm out of luck then it seems that the B354 update is no longer available on FF which is the "steppingstone" in my case.

End of January I bought a P10 SIM free from a major UK retailer.
It is stuck on March 1st 2017 updates, with no updates available.
I contacted Huawei support - they say my IMEI should be on B162. But I get no update OTA, and even through the HiSuite app it says I have latest.
They said I have to send the phone back for 2 weeks and they will factory reset and upgrade. This is unbelievable to me.
They told me if I use the firmware finder app I would void warrenty. But I thought if I do not root and install the authorised firmware version (B162) then they wouldn't know or it wouldn't be a problem.
I am a little confused by the number of different firmwares in the app, many with the same version number. How do I know which to use? What is the difference between OTA-MF and FullOTA-MF (from the sizes I guess full is full and other is incremental).
Will any of them get me back on the official upgrade path, or if I do this will it be manual updates forever from now on?
Do I have to root to install the firmware from firmware finder (I think not?)
I always thought people who focussed on stock android were silly, and I quite like EMUI but I am really regretting buying Huawei now.

depending on your CUST code you'll have to claim contact to your brand... I mean if your rom is "customized" by the carrier is not only Huawei but also the carrier who has to work on the update the other option depending on your model is to Debrand and change the firm to L29C432 and get the updates of the official but be careful about bricks or Sim detection problems...read all threads talking about debranding and go ahead if you feel confident to avoid a brick

Thanks. It is retail SIM free non-branded. Ie just bought from a store nothing to do with any carrier. I don't really understand the difference between L29 and L09. Mine shows L09 at the moment. Are they different hardware versions?

Hardware is (almost) the same. L29 allows to use both sims in the sim tray.
Just to update.
I used Firmware Finder to install B186A update. Worked perfect and have January 2018 security patch level.
The more recent B185 firmwares are rollback firmwares for downgrading from Oreo. Check the release notes carefully and make sure you chose an upgrade firmware (not a rollback firmware) that is authorized for your IMEI. (For me B186 was not approved but B186A was).
None of the Oreo firmwares were authorized for my device.

Were you able to simply download the firmware from Firmware Finder and install directly? Were there any other steps you had to follow to do this correctly?
Reason i ask is that i am in same situation as you were. Purchased Sept 2017 via O2 in the UK, no updates at all (still on L90C432B113), contacted Huawei and O2 about Oreo with no possible updates and showing March 2017 Security Patch Level.
Getting sick of waiting and looking to move to Oreo as soon as possible.
Any tips would be helpful - thanks in advance.

Sorry for the delay getting back to you.
I was on B120 with a Serbia certified P10.
I installed B186A from Firmware Finder. (at the time I did it B185 was not approved). Its important to do the check with the IMEI number within the app to see if the firmware is signed for your device. I did the proxy method, where you set the proxy, pause download at 5%, unset proxy and it worked very smoothly.
I think the main thing is to make sure you chose an upgrade firmware and not a rollback firmware. They are not labelled clearly and the only difference is in the readmes so check carefully. There are a few more recent B185 firmwares which I found confusing, but they are for people who need to rollback from orea (and so reset the device).
A couple of days later I got Oreo B365 over the air (not through the app). Upgrade went very smooth.
Big improvement in battery life and overall performance better all round.
With Project Treble in place I hope updates will be quicker, and maybe even easy to install stock one day.
My P10 have the code VTR-L09GBRC555. I'm currently on B152, and I'm curious if oreo is available.
Firmware finder say that L09C432B360 is compatible.
There is a way to rebrand without bootloader unlocked?

Has your phone updated yet? I'm also on L09GBRC555B152. Firmware Finder showed a new B360 update on June 1st, which then changed to B365 on June 2nd and now is back to B360, but neither of them are authorised for my IMEI and regular Software Updates shows no updates.
An update to B360 has just popped on my phone through regular OTA

You can try the Firmware Finder App. It has a proxy and DNS feature for OTA update. Worked for me for not released B370.

I unlocked my bootloader directly on there site last Friday so it's still a viable option ?
I have Clt-l09 c432 with .161 version.
I used to see 163 version and later 195 version in update settings..
I did not make update.
Yesterday, i have seen that my update has been lost.
There is no update anymore.
I have connected my p20 pro to my laptop.
I used to see updates there also.
But updates when i connect to my laptop, has been lost also.

I can assume that your cellular operator (assuming updates are still pushed through those) or Huawei pulled those updates because newer version was released.
Just out of curiosity, if you don't update your phone, why do you care the updates were pulled?
It is ok now. I could update to 9.0.0.203 through ota.
One month ago, i did update to 195 version. But system and camera was worse. So did returned to 8.1
