"014" gets added automatically while calling

Hi,
I'm using Xperia Z1 purchased in India currently using in brazil.
I face a very annoying issue whenever I try to call any number with the state code and country code '014' gets added automatically to the number and the call does't connect. I looked at the settings there are no such options to block this. This issue doesn't happen when I call local numbers without the state/country code.
For example when i dial +55-61-12345678 it changes automatically to 014-61-12345678 and it says that number does not exist. I face this problem even when I dial 0055 instead of +55, it also exists for all the country codes. I also tried a complete factory re-set but this problem still persists. If anyone could help me it would be great.
Thanks in advance

This could be an issue from your SIM. 014 is one of Oi's long distance codes; Oi has a setting (on the SIM menu) to add its long distance code to any number you dial. So, it is intercepting the call and changing it to use Oi's code. Your best bet would be to enter the SIM menu and try to disable that option, and add the operator code manually to any number you dial.

The problem is when i try to make voice call it take from 10 to 20 sec before make the actual call (the first ring) and after many tries i found that the problem caused by marshmallow update because i tried several times to go back to lollipop and the problem never appeared again . Can any body help . Note : before you ask you ask about factory reset or clear cash i tried to do it several times but didn't work !!
It's your network operator/cell site issue or the issue exists with the operator number you calling.

Nokia 8 blocks incoming calls even after factory reset

Situation: there's a range of a dozen landline numbers that my phone seems to block. I see no notification incoming, the caller gets a few waiting tones and then goes to voicemail.
The landlines belong to a few of the buildings where I work, I've had contact with ISP and the supplier of all telecom services. They all found no problems whatsoever.
Since the problem disappears as soon as I put my sim in another phone, it really seems to point towards my phone as the problem.
I've done a factory reset (both via boot menu and via the usual menu in Android), and the problem persists. I have a 2nd sim in my Nokia 8 with a different number, problem does not appear on that sim. I can receive calls from the specific landlines without a problem on the 2nd sim.
Is there a deeper kind of reset I can do? If not: I've updated to Android 9 Pie somewhere in December. I'd like to go back to Android 8 to see if the problem persists. Is that feasible?
