When updates are released for your device you can download them from sammobile or updato.com, and install using Odin.

It's not available OTA. I am from West Bengal and I had to update through Kies.

You can check an update by connect your device to PC, check a Kies for an update .If not you can do by yourself by download your rom http://d-h.st/5Uf (india 2013 april 24 - I9070DDULP8 - I9070ODDULP8 from http://forum.xda-developers.com/showthread.php?t=2110245) and flash it with odin

If you can' t wait for OTA than just flash it locally. If you encounter any problems you can always change to "Eastern Europe Version" latter. Why make a fuss about it?

I'm still on December.. Stuck at 8.1.. Contacted Samsung, they said "try manually updating through settings".. Very helpful.. Lol

It's bootloader v2, same as on CRLT. US and Canadian models are still on bootloader v1.

I'm on the same boat. I tried manually checking for updates for the past week and nothing.
I manually went into Settings - Software update - Download and install --> then the Feb updates available

Sadly it is only a security update while the s9+ got A LOT in the Feb update (wifi range fixes/stability, dark mode schedule without dev options, other mentioned fixes and ofc the update is a lot bigger).
Update is available in Australia (101.21 Mb)

Tried to root this update...was unsuccessful.
Cannot go back to previous ROM version (SL3).
Okay, got my Tab A rooted with newest ROM (XXS3ATB2) from Samsung.
Please post comments when you will be updated an new firmware with list of update and the country where are you received the updated.
