Pin blocked PUK - Samsung Galaxy Note 9 Questions & Answers

Hello everyone,
So i bought a note 9 960f and have been using it for about a week. All was perfect. I flashed a rom without the simcard in the phone and booted it up, setup the device then put the sim in. Now i have a SIM network pin blocked. Enter sim network puk. I tried the puk code for the sim and it said it was incorrect, i then activated a new sim and tried that puk code and still incorrect. Can anyone help me?

reflash stock firmware via odin then try again

thanks for the reply, i have yet to find the stock firmware.

tried the factory firmware, it did not work unfortunately.

Do NOT try to change the firmware, because your problem is not related to the firmware.
Instead, it is related to the SIM itself.
You said: "Now i have a SIM network pin blocked. Enter sim network puk" ==> it is not correct procedure.
When it asked for PIN, you must enter PIN, not PUK.
Please note that PIN is 4 digits, while PUK is 8 digits.
If you enter incorrect PIN for 3 times, SIM will be blocked and now it asks for PUK.
If you enter incorrect PUK for 10 times, SIM will be blocked permanently.
You should ask your mobile service provider for your PIN and PUK.
For more information, you can install the Advanced Call Settings app: https://play.google.com/store/apps/details?id=org.vndnguyen.advcallsettings
In the app, switch to the NCR tab and tap on PIN or PUK for more details.

thanks for all the info. but i was reading what it says on the phone. a screen pops up and it states "sim network pin blocked. enter sim network puk." i have puk codes but they dont work. i am just guesssing here because i do not know for sure. but could this be a region lock? like it thinks it belongs in the UK? i used it for a few days and all was fine. So i am at a loss

So once it asked for puk, you need to input puk.
Ask your service provider for the puk.
If you enter incorrect puk for more than 10 times, the sim will be blocked permanently.
You will need to change the sim then.

tried it with 2 sims. i am sending it back. not worth 900 bucks to have to deal with this. Thank you for the help!!!

What "not worth the 900 bucks"?
It's your OWN FAULT!
Why did you flash FW in the 1st place, what was wrong with the FW on your device?
What FW did you flash?
When sending back your device: when they ask "what's wrong with your device and/or why", will you tell the truth that you have this problem after flashing firmware yourself?
There was nothing wrong with your device, problems started when you flashed firmware!

I flashed the rom to have root and customization. Really only reason to flash one. I flashed the only one available in note 9 page. Worked fine until sim card came out then it region locked it to UK. Found this out later. Thank you for your useless post and absolutely no help to the situation.

You are sending back a "previous rooted" device, KNOX tripped -> what do you expect: to get a NEW device or "money back"?
You were obviously "playing" with your device, not knowing what the result would be; and now you want a "new device": keep on dreaming!

It was useless, you gave no assistance to question and started ranting because obviously you are a know it all and you can't mind your business. I already got my money back so that dream came true I guess. When a phone comes unlocked I would hope they do the region unlock prior to sending. In this case they did not. They admited it. So stop assuming you know the details. It's people like you that make other not want to ask for help.

Sounds a bit shady to me, you say the device was region locked and that they admitted as much, yet you said yourself you used it fine with your SIM until YOU flashed it, so clearly it wasn't region locked as you were using it with your SIM in your region.
And you're saying they refunded you no questions asked? Despite the fact that any issue was caused by you AND you clearly voided the warranty?
Or did you break your phone? Come on here to get help, not listen to any advice and then not want to look silly and made up the story about them refunding you? ?

That's not a phone locked to a region that isn't yours, that's a phone working "perfectly" as you said.
You messed with it, and it broke.
Then you say your seller admitted that it was a region locked phone, despite the fact, it clearly wasn't, in your own words.....

If you buy the Retail.GB model I know for this it is already sim-unlocked. NegriElectronics and Expansys have this model.
very interested to know this myself. i can get a t mobile razr i very cheap but need it unlocked to work on three. if anyone finds anyone who can unlock this phone post on here please.

Apparently cellunlocker.net do it. They have confirmed with me in an email, and it is listed on their site, but I have not tried personally.

Razr I is indeed unlocable through Motorola Express server but i couldn't find a solution for an hardlocked (too many wrong code tries ) xt890 yet.

Hi i triex few unlocking codes but no luck propably phone is hard locked already any solution so far?? Please help. Is the unlocking bootloader help anything. Maby flashing new software gonna unlock it..... Please advise me. Cheers guys.
Tried flashing roms from different regions, flashed different radio roms but these didn't reset the hardlock issue.

mate how the hard lock looks?? Do You still have pop up message asking sim unlocking code??
Did you have the number says how many tries U got left?? Or did you have penalty time after typing wrong code???
I have the second one....probably can't hard lock this one.

There's no indication of how many code tries have been made or left. You enter the code and it thinks for a second and brings the code entering screen again. Both 8 and 16 digit codes couldn't unlock the device and it is returned for replacement.

just dropped mine razr i at unlocking centre. will notify you mate if they can do direct unlock through the box not by the code. some people advertising they can do it. will find out tomorrow

I have just received my XT890 (NIP, I unboxed the sealed box myself). When I turn on the phone with an invalid SIM card, I get this message:
PIN is incorrect. Please wait for the penalty timer to expire, and re-enter your PIN.
When I dismiss this screen, I get a message: "Unauthorized SIM Inserted".
I am positive I have not tried any unlock codes, maybe the provider (carrier) is locking them this way so you cannot enter any unlock codes. Is there any solution for this?
It's strange because I get a very different message in spanish...

Hi woodyby, was this your first attempt on your RARZ I? Which code format did you got?
I have tried to unlock my XT890 through different pages (cellunlocker, unlockitnow, shops), got the same code which does not work (neither 8 nor 16 digits). After one attempt the phone keeps writing: 'PIN is incorrect. Please wait the penalty time to expire, then re-enter your PIN.' and can be tryed again in the other day.
How I can know if it is hardlocked already? Would it be a different message or this is the one meaning hardlock?
If Your phone is hard locked the same message appears, the only difference is if you put unlocking code and press ok the same message re-appears without penalty time. If you press dismiss and restart phone you will see wrong code message and penalty time.
You only have 7 attempts.

Good news! I have succeeded too with UnlockPhoneNetwork.com. They a gave a simple 16 digit number instead of the format resembling to this: x000xx00xx 00000000 00000000 xx0x0xx0 from previous pages.

Thanks for your answer! My phone was not hard locked yet fortunately. These 7 attempts are quite a few. I was trying one code only once making video evidence about all attempts to surely have the refund if fails (and it did fail as I wrote above)

Hello my friends i post this alongside actively searching for the solution, other day i bought a desire 510 a11_ul android 4.3 locked and branded to o2 (o2__01), i went on to sim-unlock the device with success and then the bootloader, all i get is emergency calls only, im so far lead to believe it has something to do with the ruu? i just want the thing working on 3uk, i need pointing in the right direction, any help will lessen my headache and wud be greatly appriaciated, Thank you

First find out what your carriers settings are, like the APN settings. See if it's gsm cdma.. You can try going in the phones settings and checking them out open the dialing pad and *#*#4636#*#* and look around.

You cannot unlock the SIM card with a code from anywhere online it doesn't work that way because number one the SIM card in these phones is only to allow the phone to get LTE internet speeds number two the MEID is how the phone gets service not just the SIM card cause you can remove the SIM card and the entire phone will still work just without LTE number three you can't insert another carriers SIM card and then have the phone ask you to enter the unlock code because the phone will never ask for that code when you put another SIM in there it will just say invalid SIM card and nothing else and number four, the phone is unlocked via uicc and has to be done on the carriers side not some unlocking websites code....

No. Because many people have gotten the unlock codes and not a single person can find a way for the phone to ask for it. Of course he IS in Europe and their rules are different there so he may have, who knows.

It could be a legitimate unlocking site that he used and expected it to work with his 510 (which they probably don't say that they don't support it), in which case he can probably convince them to refund his money.
Or it could be a scam site, in which case he'll have to do a charge-back or something to get his money back.
Also, he could take it to his current carrier but given the evidence of previous users, they won't unlock and program it for their network because the likelihood of them being able to is slim to none.

It seems like he's screwed then. I unfortunately don't know how or what settings to use to help him with the issue. He did say "should I contact o2?" So I asummed he could contact them I guess.

Note 8 Locked to T-mobile, they're not here to help - options to unlock?

I purchased a Note 8 device on Ebay , and its locked to T-Mobile , now, I don't live in the U.S. , so I don't ahve access to the network and I cannot utilize the unlock app.
Do you think - if I root the device and attempt to permanently delete the Unlock App - will I be able to unlock it like a normal person by inserting a sim and submitting an unlock code? :|
What other options would you suggest that doesn't involve talking to T-mobile, since they've made it clear they're not in to help me.
Yeah, I read it it all but if you haven't done so I would call Tmo multiple times and see if you get a different response. Often enough the second person can do what the first told you was impossible, was against policy, etc. That's all I've got, sorry.

No, it won't. The device is locked to only work with SIM cards from a certain carrier.

Check ebay for people able to unlocking a phone. It may or may not work. Else try contacting the seller to see if you can return it. And a request, in future please do read the listings correctly to ensure network compatibility

Making an ATT Note 9 (unlocked) work on Verizon Wireless

Hi Guys,
I purchased a used Galaxy Note 9 that has the ATT startup and boot animation. I check the IMEI number and it's good, so I went ahead and unlocked the phone through a paid service. When I insert my Verizon sim card, it says that a "Network Locked" sim card has been inserted.
Do I need to load a different firmware to get this to work? I thought the Note 9 supported both GSM and CDMA with the same hardware, but maybe I'm wrong. I haven't posted in here in a while and if this is in the wrong spot, I apologize.

Damn...thank you guys...apparently, the online service said their servers are down and they can't access their database now.
I tried two others so I hope one of them comes up with a successful unlock code. I rechecked the IMEI number and that still comes back good, so I guess it's a waiting game. Thank you for the advice!

So I was able to get a Note 9 phone I purchased used sim / network unlocked. It was previously on ATT and I'd like to use it on Verizon now. Is it possible to do this? It shows my number, but any other sim information says unknown.
I'm guessing I have to load some kind of Verizon tower info (terminology might be wrong). I thought that stuff is in a CSC file or something. Not sure if I need to flash a whole new ROM, but any guidance would be appreciated.

Do I need to load a different firmware to get this to work? I thought the Note 9 supported both GSM and CDMA with the same hardware, but maybe I'm wrong. I haven't posted in here in a while and if this is in the wrong spot, I apologize.

Once you unlock the phone it will work with Verizon and will configure all the settings as soon as you insert the aim
That's what I thought, but this isn't working. It keeps bringing up the ATT boot animation. I did confirm again that the IMEI is successfully unlocked, but when I login to Verizonwireless on my PC and enter the IMEI it says it's not compatible with Verizon's network.
Is there a database somewhere that has this as a GSM only Note 9. This phone came from an ATT customer...who got the buy one get one free. I sim unlocked it with a third party service.
I'm just wondering if I'm under the false pretense it can handle both GSM and CDMA networks and maybe I'm locked to GSM only...
Any advice is greatly appreciated!

You need to flash it to Verizon firmware . Unlike the note 8 carrier versions , the note 9 doesn't rebrand to what sim card is installed currently.

Hi I successfully flashed Verizon firmware and it still doesn't work.it still has att splash screen and won't connect to Verizon. Please help
Just to make sure that the phone is actually unlocked try T-mobile Sim see if it works.
And if T-mobile sim works then Try N960U1 (XAA) Firmware which is USA unlocked firmware for Unlocked Samsung Note 9 that works with all carriers. so once you insert Verizon sim, it should reboot and set it up for Verizon network.
I did it with T-Mobile Note 8 and was able to use it on Verizon network. Right now I have a Factory unlocked note 9. N960U1 can't really test it because it works with all carriers out of the box.

I tried two others so I hope one of them comes up with a successful unlock code. I rechecked the IMEI number and that still comes back good, so I guess it's a waiting game. Thank you for the advice!

I just used cellunlocker to unlock my at&t Note 9. Cost me 52$, but none of the free services or the 20$ ones would work. Im using mine on straighttalk with the t-mobile sim.

Did you ever got your AT&T note 9 working on verizon?
I haven't had access to any active Verizon sim cards so I could test them. I just got my note 9 512gbyesterday so I'm gonna give it a go. I'm sure it can happen. Where there's a will there's a way. My only issue is paying 53$ for unlocking. I know there are way cheaper services, I just want to be sure its credible

How do I get this software? I’m in the exact same situation. I got the unlock code and it said it was successful but Verizon sim still won’t work.

I'm not w/VZW,but,I believe if your VZW SIM was activated in another phone,you should be able to drop the SIM Card in (& possibly setting up the APN) & that's it.
However,if you're starting new service w/VZW & the SIM Card hasn't been activated in another phone yet,a call to VZW's customer care is likely in order to get things rollin'.
Again,I'm not w/VZW,just going off memory of what I've read around various sites,so,if your still having issues,contact VZW.
FWIW,it's not the hardware,all US Note 9's are identical on the inside (less storage & RAM options).
Also,some have wrongly stated that flashing firmware will somehow magically SIM Unlock a phone,this is the furthest thing from the truth.
I already had the phone unlocked through a service. I got the code put it in and it said unlock successful. But when you start it up Att logo still shows up and the Verizon Sim does nothing. Other forums say you must upload the unlocked software from the unlocked version of the phone??

There's a few things that could be going on:
1) Even though you checked the IMEI to be clear,that is not a 100% full-proof guarantee of anything,less some proof the phone was paid off in full before you bought it.
Also,the phone might have been reported lost or stolen after you purchased it,but,before you actually took delivery of it (A scam artist coulda sold you the phone).
2) Not knowing which exact unlocking service you purchased,whatever you paid for may not have been what you needed for an actual SIM Unlock.
3) If the phone indeed was/is originally an AT&T Model,I'd guess you'd need to be running that firmware to ensure a proper SIM Unlock,but,don't quote me on that,for now.
I'm guessing you're gonna need to contact AT&T customer care regarding the SIM Status of your phone.................
Once that's resolved/SIM Unlocked,if you want to move to VZW firmware,yes,flash the unlocked (SM-N960U1) firmware 1st,then the VZW firmware afterwards,to ensure full functionality for VVM/Wi-Fi Calling/etc.......
You might be able to somehow get all of that working on unlocked firmware,but,I'm not up on all-things-VZW & the Note 9.
But,1st things 1st,get w/AT&T & see if there's anything going on preventing the phone from being SIM Unlocked before you waste any more money on SIM Unlocking services.
As far as paid services,I've used Masterunlockcode & UnlockBase w/a 100% success rate,there's others out there,some mentioned in this very section/thread..............

Sims lock is usually done by the carrier and it is unlocked when it is paid off.
So what can I do in that case?

Whatever carrier the phone was originally purchased on has a lock on it. If the phone has been paid off with that carrier you should be able to contact them to have it unlocked. If it hasn't been paid off with the original carrier then the original purchaser of the phone needs to have that done.
Most carriers will not unlock the phone unless it's been paid off.

Open a case with PayPal and eBay and get your money back. It's either a phone that hasn't been paid off yet, or a stolen phone.

I tried that, but ebay won't let me return it because of "as is " condition of the phone... What can i do? There's no way to unlock it and use it in my country? Dominican Republic.
If the device wasn't paid off then it's fraud and they will make good. There was / is a thread here about selling a device that wasn't paid off in full. Well this is what happens if you do sell or buy one in that state. Maybe you can call the carrier and ask if it's paid off. If it is they will unlock it for you.

I've talked to verizon and they said that the phone is in fact unlocked... now i am confused....

They probably mean carrier unlocked, not bootloader unlocked.

Ebay has a 30 day money back guarantee to protect the buyer. I've used this a few times, and they always get me my money back! Unless your past the 30 days, then you can file a paypal claim.
I have the same issue. It's a Google issue from what I hear. I got my unlocked new pixel 4 right from Google. Put in my ATT sim and it said "sim isn't supported, contact xfinity". Hahaha..
so I contact them and they send me a new phone. Same thing. This is a very new issue and I finally found someone asked the same question on Google assistance and it was said it was a google issue and they are trying to fix it.
What a crock... I can't believe Google's own phones don't work as they should.
Rest assured, its most likely not a stolen phone, or unpaid. It's a Google problem.

Are you kidding? Ok, rereading I see what you are saying. But they must have given you a reason as to why your sim doesn't work. Where are you located?
I didn't say Google sent me a stolen phone. Re-read the post and the link. It appears to be a Google software issue.
Have you personally experienced the problem? I have, as have others in the link I posted and the OP.

Post edited above. This is not a Google problem, imo. Where did you buy the device and which version. Perhaps you bought a Verizon model like some of the posters in the thread you linked to? This is not a known issue so you folks are doing something wrong whether it's buying the wrong device or your carrier doesn't support the phone. But it's really up to you at this point to figure out where you have gone awry.
