The file is here. You want to follow the instructions here though. You should have twrp. And also an n9600 with ims.apk installed and you're set.

I was following this thread but it seems that tmobile fixed this to prevent it from working now

Have faith. It should work on ALL carriers.
That method no longer works though.
THIS GUIDE WILL HELP YOU FORCE ENABLE VOLTE ICON SWITCH .WHICH BLOCKED BY HUAWEI SOFTWARE.
IN THIS GUIDE VOLTE ONLY WORKS IF YOUR PHONE AND NETWORK SUPPORT VOLTE.
EXAMPLE MY SIDE MY CARRIER IN INDIA SUPPORT ONLY VOLTE FOR VOICE.BUT FOR HUAWEI OVERSEAS PHONES HUAWEI DISABLED VOLTE FOR MY COUNTRY.THEY ONLY ENABLED VOLTE WHICH SOLD EXCLUSIVE TO THAT COUNTRY.
STEP:
1)UNCLOCK THE BOOTLOADER AND ENABLE OEM UNLOCK
2))ROOT YOUR MOBILE USING SUPER USER OR MAGISK.IF U GOING ROOT THROUGH MAGISK INSTALL ES FILE EXPLORER AND ROOT CHECKER BEFORE ROOT.IF U ROOT THROUGH MAGISK YOU WON T LOOSE AI.BUT WIFI HAS SOME ISSUES.

The new line added the volte option in settings but i am not able to make any calls with it. İ think it has also to do with the operator.

Country is Turkey & Carrier is TrCell. But i bought my phone from germany.

For some reason, I can't save the change to my build.prop even though I have Magisk Root. I have Mate 10 ALP-LP29C636.

Edit: I figured out how to do it with Magisk Root.
Edit: I tested with US T-Mobile and it works. The internet connection stays 4G instead of 3G when I made test calls. .
This is good news but surely rooting breaks Android pay and banking apps?

With Magisk root, my banking app still works fine. I haven't used Google Pay, but I was able to complete the app setup with my credit cards without any issue. Magisk root doesn't break safetynet.

The RADIO Folder includes the MODEM Files.
jamal combined all files into one folder.
My ZIPs and jamals have the same files.
twrp-3.2.3-0-oneplus3.img has finally solved the decryption problem many of us had for all Firmware/Modem after OB31 :good:
I just updated TWRP, then "Stable5.0.4 Firmware+Modem_OnePlus3.zip" (from OB31), and everything seems fine now.

I don't think so. If your ROM supports VoLTE or VoWIFI then you need a carrier which support this too.
I'm from Germany and I can not use VoLTE or VoWIFI so I can not help you with this.

When I used my previous zuk z2 pro I saw that German users had volte on Aex or RR with O2 mobile . It is quite similar device .

I am not very familiar with VoLTE because my carrier contract doesn't allow it

If you are rooting just stock and not flashing a rom, make sure to flash that no verity zip (is in the link I sent you) or you will face "only official binaries are allowed" then you will have to flash stock and restart.

You need to flash stock filmware to get rid of this message.

If you are wanting to flash a rom, just flash it once you have installed TWRP, as roms have already taken care of the above.
