Not sure what thread you are following.. but steps don't sound correct.
Depending on the hboot you are on the fastboot boot recovery.img.. doesn't work.
to flash recovery you should have used fastboot flash recovery recovery.img
what happens if you hold down volume button and power for 10-20secs will it reboot to bootloader? If so from bootloader hit the power button to get to fastboot USB then select reboot option.
If nothing is working other option let phone go flat, then recharge and try again.
Is your device s-off?
When I turn on the phone i see HTC ONE logo and reboot.
When I'm writing a command "fastboot boot recovery.img" I have Phone freezes...
Turning off the phone, I plug in a USB - phone is charging and automatically switches to recovery mode...

Re-flash your recovery
download your ROM.zip, and put it in your ADB folder (if you are S-on, you must download stock ROM)
Be sure your ADB folder is in your system partition (e.x. C:\ )
then go to recovery > select advanced> ADB Sideload> swipe to sideload
now type this command : adb sideload ROM.zip
wait to finish, reboot to your recovery mode , install your rom
---------- Post added at 02:16 PM ---------- Previous post was at 02:12 PM ----------
if not, try to push your ROM.zip
go to your recovery mode <main menu>
type this command : adb push ROM.zip /sdcard/
then install
Hey I cannot get into recovery mode, I don't really know why. This morning everything was ok: I rebooted my phone into recovery mode as usually, with no problems. THEN I rebooted my phone from the custom recovery, and then my phone went to bootloop: The bootloader screen went to black, then to my lockscreen and then to the bootloader screen, then to my lockscreen... etc. (bootloop)
I rebooted into recovery again and tried to do a normal wipe, because usually that's everything I need. But nothing happened: bootloop again.
So, I went to recovery once more to perform a full wipe and erase the data. Then I tried to flash CM13 and the Gapps, but nothing happend. Now, I cannot get into recovery, I'm stuck in the TWRP screen.
Help?
Sorry my bad english

Download newer twrp: https://dl.twrp.me/titan/
Download and install Minimal ADB and Fastboot Tool http://forum.xda-developers.com/showthread.php?t=2317790, install Motorola drivers from Motorola website: https://motorola-global-portal-de.custhelp.com/app/answers/detail/a_id/91819.
Paste the new recovery image into the Minimal ADB and Fastboot folder, reboot your device in fastboot mode (vol down+pwr), open Minimal ADB &Fastboot folder, hold shift, right click inside the folder and open a command window there. Type
Code:
fastboot devices
If your device is connected you'll see a string of numbers/letters. Type "fastboot flash recovery name-of-new-recovery.img", for example:
Code:
fastboot flash recovery twrp-3.0.0-0-titan.img
.
Type
Code:
fastboot reboot
.
You´re done.

Thanks bro, but I just tried that, even changing the recovery for CWM, but nothing happened. I'm still stuck. The screen blinks with the recovery logo.
I have no system, so... Maybe I'm totally bricked. I don't really know if I can flash some ROM with the fastboot

Something is not quite right. adb and fastboot have different requirements, and will never work at the same time.
adb = works in OS or TWRP, will not work in fastboot mode. Debugging must also be enabled
fastboot = only works in fastboot mode. Debugging enabled not needed.
So adb working, and fastboot not working is expected, but to me, means you are not in fastboot mode. Or your are changing modes/states between commands (which is really confusing).
Go into fastboot mode and type: fastboot devices
And see if it returns the phone ID.
I rooted my Note 8 and when I'm in the TWRP bootloader, I can issue adb commands, but no fastboot command (list of devices empty). How can I get the phone into a state where fastboot works?

Samsung doesn't use fastboot!
They lock it out in favor of their Odin flash tool.
so there's no way to use fastboot commands? There goes my hope on making it boot on power connect
