I'm stuck with the an old firmware, even the security update was on March 1, 2018. It is from Singapore (STH) but I am currently in the Philippines. When manual update is used, it says latest software installed.

You have to get familiar with using ODIN if you want to have the latest firmware.
https://www.sammobile.com/firmwares/galaxy-note8/SM-N950F/SER/download/N950FXXU5CSA3/251208/
This will wipe your device due to mismatched CSC, so backup first.
Don't worry. You can switch to English for these ROMS.

Thank you kind sir. Flashing official firmware via ODIN does not trigger knox? Also is it normal that I do not receive ota updates because I changed countries or networks?

Well I can answer one of your questions and that NO it won't trip Knox because you'll be flashing the OEM firmware straight from Samsung.
If you have Samsung switch on PC you can see by plugging your phone to the PC and see if it comes up with an update. If not use the Odin to update your phone.
Use the home-csc file and you won't lose your data! (Flash the bl,ap,cp, "home-csc" in odin)
Warning ! The csc file (CSC be itself) WILL delete your data!
But choose just one csc file, so choose the one you want.

If I choose the CSC file and not the Home CSC file, will I be able to change from STH (Singapore Starhub) to XTC (Philippines Openline)?

If you take your sim card out and do the csc file flash it will default to xsg/xsg/xsg. (I think)
As soon as you put your sim card in it will go to the csc that your sim card sets it to as long as it's in The multi-csc firmware. ( the OXM in the firmware name is the multi-csc.)
So check the official note 8 SM-N950F firmware thread in the guide sub forum to see if your csc is in the oxm firmware.
You can change the csc but you'll need the combination firmware to do that. Search for changing csc in xda there are guides on how to do it.
edit for some corrections.......
Edit 2: just check the oxm XTC is included in it. So take sim card out (!!!!but first backup up all important data to pc!!!) Use Odin with the csc file (to erase phone, basically start from scratch like you just turned on the phone for the first time.) Let it boot up without sim card, then place sim card in and see.

Hello guys,
I recently bought a Note8 on Internet and I received it this monday. Besides being really happy with it I noticed that no OTAs were available.
I took a look at settings and I saw under carrier version there is "XEF/XEF/XSG", which could imply that the seller has flashed a XEF Oreo ROM before sending the device and with the system infos being incoherent, this is why I can't get any new updates.
So this is my goal : I want to be on full XEF CSC so I can enjoy VoLTE, VoWiFi and receive the latest updates, by this I mean having "XEF/XEF/XEF"
Here is my actual version :
AP : N950FXXU3CRC1
CP : N950FXXU3CRB9
CSC : N950FOXM3CRC1
Model : SM-N950F/DS
And obviously the Oreo ROM associated with XEF is :
AP : N950FXXU3CRC1
CP : N950FXXU3CRB9
CSC : N950FOXM3CRC4
Thanks for taking the time to read this and answer!!
EDIT : So my problem has been fixed
I assume the model you have is the Snapdragon variant, not the N950F.
If so, I don't see any reason why it should not work once you ODIN to the XEF stock ROM

Hello and thanks for answering.
You're assuming it wrong no offense. I have the N950F/DS model (implying I have the Exynos 8895)
If I flash the XEF 8.0.0 I have with Odin, will my CSC match with the rest of the firmware ?
Yes, as long as you use ODIN to flash a complete ROM, then your CSC will match unless you manually selected another CSC.
I thought VoLTE was limited to US carriers.

Last question, sorry to bother, the last time I changed CSCs my Samsung had Knox already tripped, I have actually the XSG CSC, if I flash with Odin the same XEF ROM I have now, will I have XEF ?
It is my belief that Knox is also tripped when when one flashes different CSCs from the base firmware that is selected during the flashing process. I don't think you will trip Knox if it is a full XEF ROM (unmodified) by Samsung.
I think it is something like a failed checksum (not signed by Samsung) that really trips the Knox flag.
Alright, thank you very much, I'll try flashing the XEF ROM tomorrow and I'll see if there are changes

As long as you flash OFFICIAL firmware, KNOX won't be tripped!
This is the latest FW for CSC XEF:
Model SM-N950F
Model name Galaxy Note8
Country
Version Android 8.0.0
Changelist 13688770
Build date Thu, 14 Jun 2018 10:27:19 +0000
Security Patch Level 2018-06-01
Product code XEF
PDA N950FXXU3CRF4
CSC N950FOXM3CRF4
Your device will stay "XEF/XEF/XSG": you CAN'T change XSG to XEF (that's the Production-code of your device)
Your ACTIVE & SIM CSC is correct -> XEF!

So this means I can safely download the latest firmware to update my phone (since no OTAs are available) and update it. Which CSC file should I use ? There are two available (CSC_ and HOME_CSC). If I remember right the second allows me to keep my data right ?

Hello again,
A completely random question, if I flash a carrier ROM (with FTM CSC), will I have the carrier ROM, will I have "FTM/FTM/FTM" and will KNOX be tripped ?
Sorry for bothering

As I already answered earlier: when flashing OFFICIAL firmware, KNOX will NOT be tripped!
The last CSC will NEVER changed (Product-code): in your case it will stay XSG
FTM is also in a Multi-CSC, so I don't know if it will change to FTM/FTM/XSG
Why not stay with your UN-branded XEF/XEF/XSG?

Hello again!!
Well indeed I forgot that. Okay so now I know I won't be able to change the product code, I was wondering if when flashing a firmware that didn't contain the XSG CSC (my SIM card would apply the FTM) things would change.
And FTM is my carrier so I wanted to try all the features reserved to Orange's ROM
But thanks again for everything sir!!!
Quick updates on this story
Hello guys !!!
Here are some quick updates about my situation. I followed @henklbr indications to update manually my phone to one of the latest firmwares, I do still have "XEF/XEF/XSG" but it doesn't matter because my main complain was that I wasn't getting OTA updates.
This behaviour has been changed now that I'm downloading an OTA update to get the latest firmware and possibly the future ones.
I will mention all the people who helped me :

@henklbr
Thanks again for all guys and long live the Note8 !!!!

Hi, I have the Singapore firmware on my device (non-rooted): XSP
This firmware is absolutely ridiculous when it comes to updates. I am currently Sept 1, 2018 security patch, and that is the latest available for this device.
Is it possible to flash another exynos firmware from ODIN to my device WITHOUT factory resetting my phone, so my data and apps don't get affected? Can I just download the UK version, for instance, from Sammobile and flash it without affecting my data?

Yes thats no problem, just make sure you flash home CSC, if you flash CSC it will factory reset your devcie.
Thanks! I'm guessing it's not considered a dirty flash or anything right? If I install another firmware on top of XSP and flash csc_home, can it effect performance negatively?
What's the best recommended firmware to flash that gets the latest updates to replace my current XSP?

You can flash ANY firmware where OXM is mentioned in the CSC
Flash AP BL CP HOME_CSC_OXM with Odin 3.13.1 to your device: your data & CSC (XSP) will stay intact.
You can't change CSC on your device; if you flash i.e. the latest UK-firmware (BTU/XEU) and that build is NOT released for CSC XSP, you won't get OTA's to your device and you'll have to flash later FW's again via Odin.

Does this mean you can use any CSC from other official firmware and the drawback is that you cannot get OTA?

If your CSC contains OXM (check with *#1234# in your dialer), you can flash every OXM-firmware released.
But: if that build is not released in your country, you won't get OTA-updates.
If your country will get a newer build, and you flash that to your device, than you'll receive OTA's again...

you flash the stockfirmware of an ireland carrier. figure out the CSC code for a provider of that region you want.( you might try DBT if u dont come up with one)
use samfirm tool 0.3.6(check app logs for any missing dependancies) and download the firmware file using these settings:
phone model: SM-N960F
csc: the 3 letter code of the carrier you want.
use odin 3.13.1 to flash the produce of the extracted file above once finished downloading.( fill in the slots: BL,AP,CP,CSC (for csc use csc.md5 not home_csc...)
you can search for how toos in any of the 2 procedures above.
data might be wiped so beware.

use your last valid twrp backup from before the issue to restore:
carrier configs (odm)
efs
also when you flash full stock, use csc.md5 and not home_csc.md5 as CSC file.
it migh be good to research what the very latest firmware files are for your device. there should be a july update somewhere. so use that and try again.
if you want and try to fix ure csc issue try to flash zip in:
https://1drv.ms/f/s!AhXVLDDj8g3AgeA6IyH1iTzQAGB4MA
beware that you flash this at tour own free will and i cant be held responsible for anything.
do a full backup first.
in aroma choose DBT and choose ure correct CSC code.

Hello everyone
I have a question and yes i searched the web
My phone has OJM CSC and MID Region i want to flash UAE android 11 firmware (its OJM) and change the region back MID i wanted to know if i can still get OTA and if there will be any problems like knox
Thank you in advance and i have downloaded the firmware using frija
A715F
And which files should i flash in odin? Sorry its my first samsung phone
If i understood your question correctly then you can surely do that! Before anything make sure to backup your files because some times changing the CSC wont work and it will corrupt all your data. First you need the OJM region firmware and MID firmware after installing OJM using odin BL+AP+CP and CSC use HOME_CSC if you want to keep your precious files! After installing OJM put your phone in download mode and flash just the MID CSC and that should do the trick! Note that you will get OTA updates from the MID region and if you update using OTA it will change your AP BL etc there will not be any problems with knox just if you decide to root. If this helped you make sure to like my response!
