I updated my Mi9lite to MIUI 12 EU but there is no super wallpaper available. Are they only available in Chinese ROM?

Looks like we won't be getting the Super Wallpapers I'm afraid. Not a huge loss IMO as the novelty of live wallpapers wears off pretty quickly, but it would be nice to play around with them for a day or two.
Mi CC9 supports Super wallpapers. Im using MiRoom, which is customised Russian build. It has super wallpapers, i think they built it based on Chinese version. So the phone supports but Xiaomi is not providing this feature officially.

Well obviously the Mi 9 Lite/CC9 are more than powerful enough to run super wallpapers (which are nothing more than glorified live wallpapers). A port has been available for awhile now and they can easily be sideloaded to even non-Xiaomi phones. Personally I find the animations obnoxious so I never bothered, but the port is available on XDA if you're interested.
It's just a marketing ploy to exclude some of their older phones from receiving all of the MIUI 12 features. They want you to go and buy their newest flagships.
Redmi note 7 or Mi A2 which one to buy in 2020 ?
Features are more in RN7 but the quality is better in A2 and cameras also so which one to buy?
Redmi note 8 and whole Redmi 9 series and POCO M2 PRO all has camera dust issue and i don't like realme and samsung so only the only device left is Mi A2 and Redmi Note 7
Which one to buy

No.
Redmi Note 9 and Redmi Note 9 Pro, are totally different.
You can't share files and roms between them.
If you try it, certainly you will brick your device.

Great thanks!
Apparentely, your device is a "miatoll".
An unified group of devices:
Miatoll devices:
• POCO M2 Pro - Gram
• Note 9S/Indian Note 9pro - Curtana
• Global Note 9Pro - Joyeuse
• Note 9Pro Max - Excalibur
(Redmi Note 9 - Merlin, is NOT a "miatoll" device).
Hi,
No, the Xiaomi Redmi Note 9 Pro is not the same as the Xiaomi Redmi Note 9. In fact, the Xiaomi Redmi Note 9 Pro is a significant upgrade over the Xiaomi Redmi Note 9.
The Qualcomm SM7125 Snapdragon 720G (8 nm) processor is used in the Xiaomi Redmi Note 9 Pro, whereas the MediaTek Helio G85 (12nm) processor is used in the Xiaomi Redmi Note 9. The Qualcomm SM7125 Snapdragon 720G (8 nm) processor outperforms the MediaTek Helio G85 processor (12nm).
The Xiaomi Redmi Note 9 Pro has a 64-megapixel camera, which is more powerful than the Xiaomi Redmi Note 9's 48-megapixel camera.
The Xiaomi Redmi Note 9 Pro costs Rs. 12999 for the base model (4GB/64GB), while the Xiaomi Redmi Note 9 costs Rs. 10999 for the base model (4GB/64GB).

How long does it usually take for Pixel Experience to be released for Redmi Note devices?
Since it's got a Mediatek processor, can it also impact here?
Xiaomi Redmi Note 12 Pro+ released recently, and I'm looking to buy either this device or Pixel 6a.
I'm in need of getting a phone at the moment.
The only negative for me in the Redmi is the screen size, as long as I can switch MIUI to Pixel Experience. The camera also weighs me towards Pixel; I don't know how effective it'd be to have GCam on Redmi.

No or few development for Xiaomi with Media Tek processors.
Buy a Xiaomi a soc Qualcomm instead.
Or try GSI ROMS.
