Why post 7.0.3?
Latest stable is 7.1.0.1.

even gapps has a later version then that for gingerbreak from late august...

I Believe it's currently the very top 1 listed as A1P

The kernel is in a .gz file and when extracted it just comes up with a file with no known extension to windows :/

The tag doesn't affect its fungtion nor stability to the device. Whether it is official and unofficial both are the same.
