I have a Verizon Note 9. I recently did some Play Store and Galaxy Store updates for apps. Most notable the Samsung One UI Home app and Device Health Services. After these updates I am not getting notifications bubbles with unread counts on applications any more for text, email, phone calls, etc. I still get the notification in the status bar across the top of the screen. Anyone have any ideas on where to look? I am running the latest April 2019 system update.

Since the last update to Gmail (10 Jan 2018). The notifications for the app has totally gone. Does anyone have a fix or suggestion how to get around this. It is very annoying.
Do you mean the notification options in the Gmail apps settings have disappeared? Or that you don't get notifications any more?
If you look in phone Settings>Notifications, under Gmail, are the notifications turned on?
The latter. It is working as intended now after today's update.
Prior to the Oreo update one of my apps (MediSafe) turned on my screen upon notification.
You may need to wait for a software update for that app. Or check the Notifcations Settings to see if Notifications have been enabled for that particular app.
Anyone else? This happens with Samsung messages as well as Android messages apps.
Have you got notifications enabled in the lockscreen and security setting?
Just bought an 8 & seem to have an issue with notifications from the stock calendar app. Notifications come through but aren't persistent. So if I don't check the phone straight away to see what the notification was, it disappears all by itself. I'm used to Samsung's S-Planner where notifications remain until manually dismissed.

Turns out the notification only dismisses once the event is over. Still not great though if you hsppen to miss the initial notification.
I've scoured the web all morning, and I can't figure this one out. I know that with the default Samsung Messages app, notifications come in with little single line bubbles, instead of standard heads-up notification banners. Switching to the Android Messages app fixed that for me, but WhatsApp is doing it to. Is there a way to make WhatsApp use normal banners? I assume this a Samsung thing (my Essential Phone, Pixel 2 XL, and LG G7 didn't do this), and if so, where do I go to turn it off? WhatsApp was installed from the Play Store, so I wouldn't think it'd have any fancy Samsung modifications to it, but I can't find a setting in there for normal banners either. Neither Skype nor FB Messenger (with chat heads turned off; I hate them) exhibit this behavior, and show normal banners. What am I missing?
EDIT:
I figured it out. I had forgotten from forever ago that Edge Lighting changes the notification style. Turned that off, and now banners are working properly.

Worked great, 2nd day with them update ce, I waited to install on both devices.
Afterwards notifications were screwed up.
We like the edge panel lights for notifications, but after update, all apps were blocked from leaving notifications we had to change the main settings AND then go into the app details allow them, and set them to work with our parent setting in main settings menu.
Anyone else have this issue?
