For a phone thats marketed for content creation thats not good, its videos i really care about
Any settings (developer options maybe), or apps, or equipment that can make this possible?

Does anyone know if it's possible to access the forward-facing video camera via software oneself, even if the Video Call feature is not available on your network ? I work for at a hospital and as a "pet project" ( telemedicine ) one of the doctors who has a Kaiser would like to be able to video conference in with the forward facing camera. I would like to pursue this ( and I just might get a Kaiser for myself in the process..hint..hint ), and am curious if anyone has attempted to access the QCIF camera directly.

open the camera application, the open the camera menu. (little bar below in the screen) lower line in the middle shows camera, press this button and the camera switch to the forward camera...
And if you want the front camera to start up by default, I scanned the registry and you should change the following:
HKEY_LOCAL_MACHINE --> software --> HTC --> Camera --> common
change the value of activecameraID from 1 to 2, voila front camera will start first.
offtopic: did anyone tried this already with an voip program and videovoiping? going to check it right away... Because it always starts the rear camera...

It doesn't work with MS Portrait
I have emailed MS regarding updates to Portrait and compatibility with front facing cameras. They replied saying they are aware of the Camera issue and that they would notify me of any updates.
I am not holding my breath... MS updates are few and far between compared to the rate of development achieved by some of the geniuses on here.

Thanks for the replies, but I meant programmatically. I'm not trying to take pictures. I want to know where I can find information about how to programmatically access the camera, for a custom application that would run over 3G which would both stream video to the display, and capture and stream video out of the QCIF ....just as if the video call feature were available, but for networks where this is not possible.
As I said, this is for supporting a telemedicine application, that would allow the doctor to interact with a patient at bedside, when they are not physcially present.
For an application that would allow the video conferencing, you might want to consider MeBeam (www.mebeam.com). It's a flash based site that allows you to video conference with up to eight other people. I'm not sure if their flash application will be able to detect your hardware, but it's worth a shot.
Anyone know of or have any thoughts of an external microphone to attach to Tilt which will allow one to record higher quality audio?! At school i do a lot of recording and lugging around my comp to record little sessions gets old. Being able to on the ol' tilt would be so awesome!

Have you thought about using the built in microphone or some kind of bluetooth microphone/Headset with the notes app's ability to record? Not so sure if the quality of the recordings would be that great, but it's worth a shot. You can use the notes app to record by going to the overview/all notes screen and selecting "show recording toolbar" then recording until you hit the stop button on the toolbar. I believe you can also improve the quality of your recordings by going to Settings>Personal Tab>Input>Options Tab>Voice Recording Format, however it will expand the size of your recording files. I have made some canges to my carholder for the Touch Pro.
Before when it was in the carholder the camera lins was hidden. Now its not.
I'm looking for a program that uses the camera for video recording in sync with the gps.
I want to be able to record what's in front of me together with info like speed date and time.
I dont know if a program like this exits if not is it possible for someone with knowledge to make one perhaps?

Not quite what I was looking for. Let me try to draw you a picture of it. You all have seen cops yeah? You know the steady cam police cars have in the window that records what they are chasing. When you look at the recording it displays current speed, date, time etc.
something like that is what I'm looking for =)

I have noticed this a few times now that when I record something in Voice Recorder app the quality is appalling....its very bad. But when I shoot a video the sound quality suddenly improves. It becomes much better. I don't want to shoot videos every time even when I just want to record some voice. Video takes a lot of memory. So I would like to request the intelligent and smart people here to look into it and hopefully come out with a solution.

Any news on this? I have seen on GSM Arena that the Galaxy S6 actually shoots slow motion with audio, the interface in the Note 4 is good as it is, it just lacks the proper shooting mode, Slow motion with Audio, video quality is ok right now, i just miss the audio, adding the slow motion effect to a video directly on the phone is a huge upgrade, but having the Note 4 lacking behind the iphone 5 is just not right, S6 does it right tho, any news of someone porting the S6 camera to the Note 4? You can use 'Snap Camera' app, open it, enable advanced controls (or something like that), go to video tab, choose 720p, change bitrate if desired, now choose Record at maximum framerate (or something like that). Record a video and play it at x0.25 with VLC and/ or use a video editoron your pc.
Thanks for the reply, but im interested in the current slow motion mode in the note 4 where you can slow down a fraction of the video while the rest keeps the normal speed, exporting the video like that is ok on the note 4, but no audio.

Open this app, choose to record a video using Snap Camera with the settings I told you before, then return to the app and edit the video as you want.
