How to add Redmi 4x to your Mi account without a mobile internet connection

I got a Redmi 4x but the mobile network does not work anymore. Is it possilbe to add this phone to my mi account? I want to try on this phone different ROMs but im not able to unlock the bootloader without add the device to my mi account. If I try to add the phone the Mi Unlock Status asked to turm off W-LAN but then there is no internet connection.
Or is there here another way to unlock the bootloader without the permission from xiaomi?
Update: Did add the phone by using manually search for a mobile network and used a Nederlands mobile network that did work (I'm from Germany)

Metered connection

Hi
My K20 pro seems to be detecting a metered connection when I connect to my mobile WiFi device. I have checked all over the settings and cannot see a way to deactivate this. Please can you assist?

Anyone?
You mean it's connected to a hotspot created on another phone or a hotspot from a wireless data router?
It's a Hotspot on a Huawei mobile router. But the phone is definitely detecting it as a metered connection because the play store is set for WiFi only downloads and won't download when connected to the router

Redmi 9C connected to wifi but no Internet

Sorry for posting in this thread, but I cannot find a Redmi 9C section. I just bought this phone and I'm trying to use it in my network. I use Ubiquiti products (16-port switches and a bunch of AP access points). I connected the phone via wifi to my network and it has no problem for a while until it just doesn't have Internet connection. It stays connected with its IP address intact but for some reason it cannot seem to reach the Internet. The workaround is to simply turn off the wifi module and turn it back on. It's randomly happening and the workaround is very annoying.
I have a couple of other mobile devices (iPads, iPhones, Android phones, Windows laptops, etc.) and I never experienced the issue with these. I tried connecting the Redmi 9C to all my wifi networks:
Guest wifi with captive portal
Main wifi with RADIUS authentication
IoT wifi with regular WPA2 personal authentication
I tried resetting the wifi settings of the phone. I tried reinstalling the latest MIUI fw/sw.
and the result is the same, every time. At this point, I can safely consider that there has to be something wrong with the phone. I'm not sure if it's because of the MIUI 12 update because I updated the phone to the latest firmware as soon as I got it out of the box. Is this a known issue with this phone? I have another Xiaomi phone (Mi Mix 3) on the same network without any issues.
Any ideas?
Mods, I found the Redmi 9C section and I posted there. You can delete this thread. Thanks.
