Yes,but you first need to unlock bootloader and then flash Oreo firmware with NOST.

Where did you buy the phone BTW? Check it's comparability with the link.. You have to back up your files before downgrading

I don't think so. It looks like you're on bootloader 7? I am on bootloader 3 (U.S. S10+ G975U) and I cannot downgrade to Android 9 anymore.

No, you cannot. You could install a different firmware but with bootloader 7. No downgrade anymore. Samsung says its because safety reasons.
