I'm surprised about your above questions as I think I'd already clearly provided you with the answers in my announcement in your closed thread that you've linked. However, as a non-native English tongue I don't want to rule out that my English skills are too weak to have expressed it well enough. I can assure you that all moderators know the rules of this private website very well and that all have the capability to assess, which rules are relevant in a specific case.
And I'm grateful that you share your personal assessment "that personal judgement weighed over rules." I like to refine that statement that any moderator's assessment and judgement is always based on and driven by the forum rules. If you've any doubts about this and don't want to contact the respective moderator by PM, you can always complain at any Senior Moderator of your desire (names available here) or at the @Moderator Committee.

Thanks for your clarification and following me.
I said "personal judgement" simply because no rules were explicitly cited for the closure of my two threads, for example, whether members shall discuss about thread moderation in the forum or contact moderators in PM.

@wenyendev I appriciate your explanation and now understand better.
Different then e.g. the laws and rules in my country and society, the rules of this private website, which were implemented by the owners of the website, are indeed not written just black or white. The rules - at the same time guidance for the website's user - are supposed to be easily readable i.e. in a limited scale with "only" 16 paragraphs and not intended to provide for all contingencies. For this reason, every moderator is happy willing to close related gaps and to explain his decision if asked by a private message. None of us moderators would deny such a request with the argument that XDA is a private website and the XDA staff doesn't owe any user a justification.
And please allow me a private remark as somebody who looks back onto already nearly 67 years of life: It's quite often much more successful to demand something privately instead of going into the public.
