I am wondering do EU and Global rom both support HD Netflix? And does it support it in miui 11? Thanks in advance.

Mi 9 lite global rom supports Widevine L1, which is required to stream 1080p so you are good to go.
you can, however, check your widevine level using app "DRM Info" on playstore.

1080p60Hz works fine along with 4K

Absolutely terrible garbage, you name it.
There is no stabilization on this phone at all, the slightest tap or bump will cause the video to swerve, and since the autofocus is very bad then you video will be out of focus 90% of the time. The blurring is very bad on all video modes 720p 1080p and 2k mode. The software stabilization doesn't do anything at all it just zooms in slightly there is no fixing of frames.
There is only one good thing about this camera, you can infact record in 2160p video because of the 21mp camera. But you need to hold your phone on a stable surface or a tripod and not move it at all, then it will not have any motion blurring issues.
