There isn't any TWRP recovery for n960U1 because of the LOCKED BOOTLOADER!
Read up on "Extreme Syndicate Root" thread in the note 9 snapdragon rom section.

NONROOT option Answer is there ISN'T any USA firmwares for N950F. (N950F is Exynos soc and N950U/U1/W are snapdragon soc so not possible).
Root options is Yes you'll just need to flash the csc detonator package that's in xda forums. (But still can't flash the snapdragon firmwares, not compatible).

Can you even unlock the bootloader?
i have Samsung Galaxy note 8 N950W (Snapdragon) modal . i want to root my device but i can't find OEM unlocking option in Devloper mode .plz tell me what to do . i already done this before but that was exynos version of note 8

You can't UNLOCKED your bootloader period!
So no custom roms, kernels and no TWRP recovery.
The OEM SWITCH is only for exynos models (SM-N950F)!
You won't find it on SM-N950U/U1/W at all.
Now if you want just ROOT and Nougat firmware because there's NO Root for Oreo and Pie.
Search xda for "safestrap" and "Extreme Syndicate" and "Switch Carrier" threads.
Two of them are in this section "note 8 Roms section" and one is in "Note 8 Guides section".

The SM-N960F (Exynos) has unlocked bootloader.
So I'm not sure what you really want to do.

Hey i have same issue got Samsung Note 9 Sm n960f with superstable sp3.0 android 9.0 already installed but wanted to update to 2.5ui twrp recovery is already installed but confuse that their is no option showing of oem
Help me please can i flash indian firmware N960F to 960F New Zealand model because i want call recoding and samsung pay.

No you can't. The note 9 and the S9 are two different products. Even if you could flash you will run into complications eg screen touch issues.
You can try flashing indian s9 firmware.

Yes you can. If they are same model number and they both have the same processor chip ( Exynos or snapdragon ).
