I had this problem last month, and thought it was a blip, but the same thin has happened this month too.
If I check for a system update over wifi it says I'm up to date.
If I turn off wifi, it detects the OTA update but then it says "Download Paused" with a warning about "Downloading updates over a mobile network, metered Wi-Fi or while roaming may cause additional charges"
I then turn on wifi, and it says "System update, update available" in the System menu
If I go into this, I just get the above "download Paused" message constantly, even after clicking "Resume".
The only way I can get this to work is by turning off wifi and doing it through mobile data.
This is Ok for these small incremental updates, but will be a major issue on the large updates.
I even reset network settings (no joy) followed by a full factory reset (still no joy)
Anyone else having this issue?
Just to let you know that I've sorted this.
The problem was with my ISP (TalkTalk)
There is a "Kids Safe" option on my account and I had to whitelist googlezip.net

My bionic when I go to the about phone ->update it says "download in progress" and tries to download something and never does anything. I'm currently running 905. I don't think that in will get the ICS update. If I update manually will i Have the same problem with ICS. I have searched all the forums and can't find anything. Please help
EDIT: I believe i fixed the problem by doing a factory reset on the phone.
Are you in a wifi zone or trying to do this on cellular data? For a large download, you may need to be on wifi, or at least have a strong data connection. Your battery saver settings may also be set to only d/l large files on wifi.

I have tried both switching back and forth its does the same thing every time. I have to manualy stop updater in the all --> aplications side.
I searched the threads and couldn't find anything...
I go into settings, uncheck "Wifi Network Notification" and uncheck "notify me when launching apps, notify me when wifi is available", and it doesn't work. It always notifies me that there is a network available. The icon is perpetually there as long as a connection is available. Please help me fix this.
I'm on ViperOne but i had this issue on stock sense 5.5 as well. It's one of the reasons i rooted, but rooting did not appear to fix it.

I'm having the same problem, though it disappears whenever WiFi is turned off. It is still annoying to have to turn off WiFi whenever I leave my home network in order to avoid getting the notification, despite the fact that there has always been a setting for it...
Is there a fix for this (besides turning off wifi/ rooting and flashing)?

Recently something happen to my mobile data connection. I got full signals bar H/H+ next to it but when try to use anything that need data connection, I got message cannot connect.
The data sending arrow shows but not receiving one. Usually turning off and on mobile data fixes that issue but not for long. At first I tough that is stamina related but it can happen even during browsing/facebooking so not sleep mode related.
No problem with receiving/ sending texts or calls, seems only data related. And no such problem over WI-FI, it maintain to stay connected all the time.
I recreated firmware using PC companion but nothing. I tried my sim card on other phone to find out if network problem but no such issue.
I have used generic .157 software after root without unlocking bootloader.
I got that phone for about a year without any problems, unfortunatelly bought second hand and no chance to send to warranty
Maybe anyone has some ideas to try.

Do you use any apps for blocking ads?
I had porblems with most sites including google and its apps not getting connection. I finally figured out that it was the ad blocker i used and that i had to upgrade my hosts files again (even if there was no new update) in order to get connections working again. hope that helps

No I do not use any ads blocking apps. It occurs on fresh install, unrooted as well. Today suddenly stops playing spotify music and said connection error but for signal bars and H+ ;(
only thing i can think of is if you maybe have you data settings corrupted. That would cause your connection to not work. Does the internet work on some things but not others? And can you connect to internet with WiFi enabled?
I got the Lollipop update on my AT&T Note 3 and since then I've had a small issue. Here at work we have a "guest" WIFI network that has a simple sign in page where you have to tap accept on the terms and conditions. Before the L update my Note 3 would notice the network and give a notification that sign in was required before actually connecting to the network.
After the update it connects to the Guest wifi network and never prompts me to sign in to the network. I have to go into Chrome and try to access an external web page before it redirects me to the sign in page. Has anyone else noticed this behavior after the update? I backed up via Kies, reset to factory, then restored backup but it didn't help.

Same here. I tried to access a business conference free WiFi today at a hotel. My phone did connect to the network, but there was no sign pop-up. This buggy POS Lollipop has become a major frustration for me. Nothing works properly and the lag is very annoying.
hi all. i am on android 6.0.1 build 23.5.A.1.291. My problem is that my wifi keeps resetting and searching. i am traveling so its not my personal router that is an issue. my tablet and laptop connect to the same routers here without issue but my phone tries to connect various open connections but immediately resets all connections and starts searching for them again. occasionally it connects for a second. the same issue occurs if is set my tablet as a hotspot so i doubt it is related to the available connections. also for some reason i don't seem to have any advanced options anymore to tell the phone to sop scanning. Any help would be much appreciated. so far I tried turning airplane mode on and off as it seems have started at the airport, reset all network connections , general powering down and up etc. nothing seems to work.
hey, i know this post is quite old yet i only found it now facing exactly the same issue. it all started at my parents when phone was suddenly not able to connect (exclamation mark on wifi icon in status bar). i restarted router but it did not help. when i came home i faced the same issue. both routers are different, different provider, etc. before the weekend all worked fine so not really sure what happened. not the phone (z3c) keeps searching for wifi, displays the list for a few secs and searches again.

update:
1) i tried to repair the phone using Sony Companion .. did not help
2) flashed it with the latest sw .. did not help
in both cases sw version was D5803_23.5.A.1.291_1288-5411_R12D. when phone starts for the first time it shows wifi networks. but just for a while, that it starts "searching for wifi networks..". when i select my wifi network, fill in the password and click connect it says "failed to connect to network". i can already see on the background that the phone is again searching for wifi networks. if i try to connect at the right moment network is saved. but then it does not connect. or sometimes it does but "checking connection" takes ages and wifi symbol in top bar keeps appearing and disappearing. at the end it shows error message "could not connect to internet".
what could be the problem?
