I just ordered the s20 Fe 5g(and then discovered that the 5g with the snapdragon chipset has a permanently locked bootloader ?) and I was just wondering if anyone has a full list of safe to remove/disable bloatware for this phone.

I have been using Package Disabler till now on my Note 9 (Exynos) for debloating.
My S20 FE 5G (Snapdragon) has not arrived yet.
Will the Package Disabler on Snapdragon without rooting/unlocking bootloader?

I am using package disabler pro and it seems to work just fine on the FE.

How can I install lineageos for S10 (Snapdragon)

lineageos support s10 Exynos . but it's not support s10 Snapdragon.
My phone is SM-G9730. I can't install lineageos.
Who can help me?

All I know is, if you have the Hong Kong snapdragon variant of the S10, (which it looks like you do) then you should be able to bootloader unlock, then root, then install lineage OS.

Is there a method to change csc on S20 FE 5G, Android 11, August security patches (full rooted device)?

Did you try with some custom ROM? I know some of them offer capability to change CSC.
