I no longer receive notifications after upgrade to Android 11. I have the latest security patch too.
However, after opening an app notifications are received.
Any solution?
Have you tried resetting network settings?
If you do this all save WiFi and other settings will be reset

Ah thats rubbish. If you got A backup of the phone could do A clean install
@Essex_Hal After upgrading I noticed I had power saved mode on. Disabled it and notifications worked fine until yesterday. Even WhatsApp messages don't pop up unless I wake device from standby.
Will try to reset app preferences for all apps and if it helps.
Tracked down issue to Samsung Push Service. Downgrading to manufacturer's default didn't solve the issue. Only disabling this service solves it but by doing this I won't receive notifications for Samsung only apps. This issue doesn't happen on my S6 Lite tablet though.

Today I got the notification to update to Android 7.1.1 and happily went through the process which was smooth and easy, finished with no problems.
After the update I have problems with my data connection. I see the 4G indicator and the little arrows showing up and down links, but nothing is working. No messaging app can sync and receive data (whatsapp, viber, Facebook) I tried removing and reinstalling apps, resetting the phone, switching between 3G and 4G nothing seems to be working. Only if I connect to WiFi I receive the messages.
I will greatly appreciate any help you can provide.
Everything is stock.

APN looks fine...
Had the same issue. Checked APN and set the correct APN settings. Then it worked.

I updated also, had the same problem initially then took out the sim card and put it back in again and all was fine after that.

Have you checked your APN settings?
Have you tried a new sim card?
Have you looked through your phone app settings for anything that may have changed?
Do you have Wi-Fi calling enabled?
Does putting the phone in airplane mode then back out of airplane mode seem to help?
Do you have any call control apps installed?

i checked my APN setting, but i dont think APN setting have anything to do with plain calling
i tried different SIM still have same issue
i factory reset the phone a few times so the settings r default
WIFI calling is disable
changing from airplane mode to normal doesnt solve the issue
the phone is stock after factory reset. no 3rd party apps installed and is running stock ROM no root
I made the switch to oreo several weeks ago and have not been able to get any MMS messages to automatically turn the data on.
I've tried quite a few messaging apps to make sure it wasnt that and have tried several different APN settings for Cricket.
At this point it just seems like I may have missed something when flashing over to Oreo (N95OU version).
Has anyone else experienced this and found a fix for it?

I have the same problem on Verizon. I can't send MMS on stock messenger app. Why do we have to suffer every time a software update happens? I have a Note 8!

No suffering here. Awesome battery life. Everything works just like it should. Are you on the official crc2 oreo release? I'm actually using crc5 but even on crc2 I didn't have that problem.

Got to your settimgs and reset your iternet settingsa amd mobile alsonit wil do it also after that it will work you will get the mms
any work around with not able to send sms? I ahve the note 8 N9500. before I can send sms with att and tmobile sims as I have dual sim. after I rooted I can't send anymore sms. apns are all correct, wipe the phone even to factory settings. then Even tried the revert to original firmware not working yet. anybody that had the same problem with sending sms after update?
Bump.. anyone found a solution to this? I updated to Oreo on Verizon note 8, and MMS stopped auto retrieving MMS. Now everytime there's a group msg, I have to turn off WiFi and click the download button to download msgs, timestamp will be messed up tho.
Please anyone know how to fix this, it's annoying. I want to go back to nought if I cantget this to work.
Couldn't download mms on my note8 after software "upgrade". Took my note 8 to the Samsung guru at Best Buy. She got rid of downloaded messaging apps, told me I should be using the original firmware. Set it up. Turned on data and it worked. I began downloading mms immediately.

MMS works when data is turned on. It's just that when data is turned off or when both WiFi and data is turned on, MMS does not auto retrieve. It used to auto retrieve on 7.1.1 when data is turned off or both WiFi and data turned on. When data turned off, MMS used to auto turned on data temporarily to download the MMS, but not anymore. I really want to fix this. It's very annoying. Now, It will just tell me there's a MMS message to download
I upgraded to PIE and now I have major issues sending texts. I removed all themes and any add ons. If I reboot I can send a text but after a few minutes I can't. I have to keep rebooting in order to send a simple text.
what app are you using to send texts? as in try different one etc

I have done that before but I just went ahead and did it again. I am really starting to think a factory reset is my next thing to try. I never had any issues until PIE update.

Check your carrier's APN settings. I JUST had that issue today, went to TMobile's website and got the right APN settings and all is fine now. Assuming that you know how to add/delete/change APN settings.
I can;t get into the APN settings. It won't let me access the settings.
I chatted with Verizon support. They seem to think it's an app issue even though it also failed in Safe Mode. They suggest I try a factory reset.

I can see the APN settings but I cannot add, edit, or reset any settings.
did you try Google Messages ? if that fails too then factory reset
Take your device into the high street branch of your Cell Provider's store and let them take a look at it.
Just an update to my issue. If I turn wifi off I can send and receive messages just fine.
This is the NA version of software, v3.0
1) Google Voice doesn't send notifications to the phone about voicemails. It only does it, after several minutes, when you open the app. I changed setting for Google Voice app to run unrestricted, with full background data, etc.
2) Either my device is defective or I don't know how to hold it or what? It just silently restarts sometimes. I never notice that it does, except this one time when the screen was on when it should have been on. Maybe the physical button gets sticky after I turn the phone off? Should I spray some WD40 on it?
3) I use ATT as as carrier, and I tried several of their sim cards. As soon as I install the card, that Sim slot (1 or 2) truncates its IMEI from 15 to 14 digits, so it thinks that's it's a CDMA sim card. I think this is the reason why I cannot access GSM calling settings such as Call Forwarding. It says "Network or Sim card error."
Any ideas on how to fix these?

Go to Settings/Advanced and try to turn of "deep system clean" if you haven't done it already, it may fix the notification problem..
For the networking issues, disable enhanced LTE, it may help.

I imagine it was the "Deep Process Clean" option. What does it actually do?

I think it's a very aggressive RAM management tool, preventing all non system processes to run in the background, same thing happened to me too, I wasn't receiving any WhatsApp or Outlook notifications while it was on.

Now if I could only figure out why this phone, global gsm/cdma phone, decides not to comply with AT&T network.
