As a previous owner of a Note 4 I am used to the "ultra power saving mode" feature, too limited by default.
However, using a 3rd party app called UPSM+ (+ROOTED) it was possible to add apps not allowed by default and customize the restrictions.
Now in the Note9 I am aware that the "saving mode" has the option "Maximum power saving" that seems something similar to UPSM, but the selection of apps is not very useful to me.
Besides many only apps from Google/Microsoft
An offline mp3/video player is missing
Is there any chance to modify without ROOT?
Are you using it? Any tip?

I know lot of you guys may already know how to use this feature but there are many who dont know where this *doze* feature exist in marshmallow roms and firmware because there is no enough evidence about this feature.
So here is the quick guide how to enable doze feature.
1, go to settings/battery or power saving )/details and here you can see this is the *doze* feature all of the apps that consumes battery.
By default it is auto save power on 3 days you can set it to always save power to all apps 1 by 1 as in screenshot below.
You will see huge improvement about 20% in battery life after enabling this feature.

Are you talking about smart manager ?
Because i think its nothing to do with any 3rd party app in battery doze feature.
The damn Huawei P9 kills my third party apps and services no matter how much whitelisting i make.
from the phone manager:
- added the required apps to the protected list.
- power plan set to "performance".
- installed PM plus and added the required apps to app auto-launch.
- "keep running after the screen is off"
from phone settings:
- ignore battery optimization.
What else should i do.

Hi friends, I would like to know whether any possibility to add any or some apps to the Maximum Power Saving mode (ultra power saving mode. Like, when low battery I switch to Maximum Power Saving mode and I would like to use mainly pdf reader app, currently I found only Microsoft Word available in that mode. Is there something to be edited or like that? Ajy possibility to add desired apps to this mode? Waiting your valuable answers. Thank you so much.

I want to disable power drain notifications for some apps, like the music player. Did not find a way to customize this.
Another thing: it looks like it has an adaptive power saver but it's more aggresive than the Android stock one. It sometimes takes 1 day or until I open the messaging app to receive messages. Is there a custom setting somewhere that I'm missing? I've just enabled the adaptive power save that I also have on my Pixel, which worked ok. No 'extreme power saving' features have been activated.
Which system mode are you using? The most extreme is the ultra durable mode. Advanced is the customisable mode. I'm using ultra durable (with some changes), adaptive battery and even a 3rd party app called Naptime and have no problems receiving messages.
I was using the standard (dynamic) mode, then switched to advanced and disabled all of the options. Now, after the latest system update, it works better, but was wondering is there anything that I can do. WhatsApp and Signal both took hours to sync with the phone screen turned off.
Oh so you need apps to sync in the background? I thought you don't receive SMS messages lol. If you already disabled "force restriction to background sync" in advanced mode's settings, check if WhatsApp and Signal are optimised in apps & notifications>special app access>battery optimization
Currently only 5 apps ( in Coloros) or 20 apps (in Oxygen) apps can be set to 'auto launch' (run in background etc), on top of a list of apps preselected by OnePlus.
This would appear to be a major issue for anyone who is a substantial user.
Not because of the feature, but because after paying a huge amount for a powerful phone a power user should be able to customise or disable that feature.
Any ideas? Is it possible to change or disable the 'feature'? (With or without root).

You can turn on High performance mode in the Battery settings which will allow running your CPU on max frequencies.

Have noticed WhatsApp video playback is choppy as hell.
I think for the most part turning off optimisation had worked for me
Your not getting throttled your getting underclocked and maybe some extra throttle here and there you barely notice it on forced 120hz
But we just need to pray all together that there will be one hell of a kernel dev who stands up and makes us the best kernel there is without throttling and underclocking
