ROM is also called as operating system. Devices which are sold in different countries are shipped with unique rom which is optimized for that country. Here (this amazing site) you can learn all about your device. You can post a question or help in the forum but please search for the same that someone should have got the same question or need of help of which you are about to. And don't forget to thank anyone who helped you anyway.
And regarding tips you can surf the forum there is section where you can find a the tips and tricks. Here it is..

Thanks my friend.!! As you can see.. am so Rookie on this world. i going to learn in the website that give me. And any tips aditional about sangumg galaxy note will be received. I from to Venezuela Country-South America, i don't think that ROM are avalalble for this zone. !!

hi xda, hope i found in you group the help that i've been long looking for..
got aan xperia sol23 au unit from a friend last christmas. when i inserted a simcard from a local network provider here in the Philippines, i't got no signal and i can't use the phone..i tried looking for useful informations on your forums, but since i'm not a technical person, i barely don't understand the vast available guides and procedures..i hope you can help me with a solution in a more simpler way that a layman like me can comprehend..that's a lot, i really count on your group so that I can have some help..

Hi guys, I am Fran (Francesco) and I am very thankful that this site exists. For some years now I regularly visited this site to find solutions for all sorts of problems like rooting, recovery, flashing firmware, unbrick phones etc. so that many of my friends are happy that I can help them out.
I never registered as I find I can not really add knowledge to this site. Indeed In the beginning I was a total dummy. But now my questions get more specific, and I registered to be able to also ask questions which cost me days of research, while one of you guys surely has the answer on hand.

My name is Alex, I live in Mexico and I'm a System Engineer. I like Electronics very much, but my knowledge is based on software-level computer repairs, however I know a good technician should be capable to repair Electronics on a hardware-level too, that's why I'm always looking for help and guidance on those matters.
Nowadays the people have become dependent on smartphones and cell phones, so it's almost mandatory for a technician be prepared to resolve the problems involved on those devices... so here I am trying to learn and get some help from you, guys, who definitely have more experience than me on that particular matter.
Whatever help I can bring on something I know, I will.

Hi,
About two years ago My brother told me I could get a Head unit for my Lancer 2013 from Dasaita and I finnaly got it about a year ago.
Since then I have seen certain things not working as advertised, again my brother to the rescue told me about this forum where I can ask questions about ROMs and other stuff for the unit.
I consider myself a noob when it comes to this but my background in network computing should help me with getting better as time goes by.
Hoping to find answers that could eventually help others in the future.
