Device still is stucket on Android 10 and last google security patch is dated June 2022.
Why VIVO do you have stopped updating this device ?
Can you please release Android 13 for us too ?

I bought my note 9 N960F/DS from Malaysia in january 2019. At that time my device was updated with 01 November security patch and oreo 8.1 and experience Os 9.5
Now i am in Pakistan. But my device still on november security patch and didn't get december update and also doesn't get pie 9.0 and one ui update yet. My device is official and original. My friend also have note 9 dual sim and he bought it from local market in Pakistan. He got pie update but i am still on november security patch. Can anyone tell me please what is the problem?

Can you flash a xt1900-1 update but skip flashing the modem? Of course take a full backup first.
Seems like moto is very ignorant to release security patches in India.

Use VPN/location spoofing, declare some European region in settings, maybe you'll fool it.
I have .149 EMUI 12 with Feb 23 patch(Romania)
