Hello!
Recently I moved and changed my Paypal account address. Since then I'm completely unable to buy anything over (5-40)$. They ask me to confirm my previously confirmed address with a credit card. I had already verified my address with my bank account earlier and I can confirm my bank was also notified of my new address.
I bought many things from 0.01$ too 400$ and I never had to add a credit card to my account. The tech support girl said it was the seller's preferences but I doubt it's the first time I run into a seller that requires a verified address, especially that many times in a row right after I changed my address.
Is there anything I can do to confirm my address without a credit card? I have none, can't get any and can't borrow any.

I have put my CC # in 10 times, checked the bank and all is correct, when I go to the market it says CC declined. I KNOW I have all the info in there correctly. Google does not do live support so I'm stuck.
Yes, I have cleared all my data on my phone, but still can't buy a thing from the market.

have you tried doing it on a computer
Thanks for the reply, I didn't know I could buy apps from the market other than through the G1 or do you mean use google checkout and buy something else?
i mean set up your google checkout account and credit card details on the computer and just login on your phone
Yes, that's what I'm doing, it's all setup via my google account via my computer.
What I might have to do is delete my google information and enter my cc info via my phone? This seems pretty stupid and even dangerous to me.
Well, I thought it might be that I'm not using my gmail account so I logged in via the computer, setup my Gmail with CC info, cleared data then logged back in using the GM account. Still won't let me buy anything.
I have been fighting this for 2 weeks. It even shows I have purchased the app but won't download it. POS.
Well, this is interesting it wasn't me at all but my CC company had blocked the UK to keep fraud down. The UK is on Mastercards fraud list along with Japan and many others. So what this means is I have to call MC each time to lift the block.
wow, thats a ***** can you just get them to lift it permanently it is YOUR card and YOUR money
Yes, and they even called me to check if I authorized a charge, they said they saw google checkout transaction trying to access my card. This was another group within Mastercard who called ME. After all that, I still can't buy something that cost .50 pounds.

Actually, since it's a credit card, it's their money
So the way I understand it the Nook Color is associated with your credit card number, before you flash a restore you need to have had your device registered with your B&N account which needs a CC number or you run into what I went though below
I just spent 20 hours or so the last few days trying to get my NC working after a CWR clustermess ( you don't want to know) 3 times different times I flashed it to nook-complete-restore-1.0.1 and would go though the registration of the device and after wifi setup and email registration setup, I would get a error page that says
"Sorry were having trouble setting up your NC shut down and try again. If problem persists call support at"
Thinking I still has messed up and broken warranty and I could fix it though these incredible forums I didn't call support until the 3rd time I flashed the restore image. I noticed a error code in the bottom left hand screen that said DAD1202 so I search here and came up with this post
http://forum.xda-developers.com/showthread.php?t=876482
I call support after reading that post the guy ask some questions name, login email, how did i mess it up, wanted serial # and then reset my account, he was emphatic that I register my CC number though B&N site before I factory restore again which I had not done when I 1st got the device
So the B&N server associated your device with your credit card and email login
EDIT On the B&N account settings in digital management - my nook, you can deactivate your account
Question/Warning
What happens when you buy a used device thats associated with the previous owners credit card info and if you buy a used one will they help you reset the account
Also make sure you disassociate your device or account when you sell it
I just went through all of this.
I bought my Nook Color rooted off the internet last May. It's a great device but I never got around to doing much with it and was preparing to give it to a college student for school.
I unrooted and cleared the device. I wanted to make sure everything took and it was good to go so I tried to register the device. I got the DAD1202 error, "Sorry...." I was worried that I had not unrooted or cleared the device properly. I called Barnes & Noble and determined that the Nook was still registered to the previous owner.
I was very fortunate that I was able to contact the seller and they provided me with enough information (email address and billing address) that Barnes & Noble de-registered the device over the phone. PHEW!
I'm am so glad it worked out. But a word of advice. If you are purchasing a 2nd hand Nook, make absolutely sure that the seller has de-registered the device from Barnes & Noble. Otherwise the information is on their servers and you will not be able to register the device under a new account.
i am student and a verified member of dreamspark.
but when i try to register for dev in microsoft they ask me for credit card details...
is it possible to verify my account with a Debit card? because i don't have any credit card....
Debit card should work fine. Did you try it? Basically, any payment card with a CCV number (usually three digits on the back) should work.

Hi All,
I have a bit of a problem in that Mobile Carrier Billing - i.e. buying an app on the Play Store and charging it on my phone bill - is no longer working. If you will indulge me I will try and provide as much background and information as I can.
I am running ARHD - currently on a 31.x build but have been on KitKat as well and only downgraded again to see if it made a difference.
This feature used to work, last used in February 2014 to purchase an app.
Since then, EE have upped my data allowance after I called in to complain it was too low compared to new customers. I was told this would not affect my contract length etc, but clearly they had to do something to my tarrif/account on the system to up the allowance.
I have also had my mobile telephone number changed due to harrasing calls. Again this hasn't actually changed my account - just my number. Both of these changes took place in March 2014.
Earlier today, I tried to purchase an app. The payment option for "Bill to my EE account" was disabled.
I logged into the Google Wallet website and checked payment options - my OLD mobile number was shown there (twice actually - once at EE and once as T-Mobile). I removed both instances of my old number, and I removed an old debit card too. No luck, tried to pay for an app again and the option to pay by carrier is no longer even there in the app!
After checking some FAQs, I called EE for advice and to check if my account is in good standing (I know it is - but just in case they had a block on). EE confirmed they have no reason on the account to block this feature. They suggested I contact Google.
OK, nearly there! Contacted Google Wallet Customer Services - they checked the account, and again confirmed that there was no problem with it. They said to call EE as it was a problem with them!! Aghhhhhhh!
Finally, I called EE again. They have passed the case to a Technical Product Manager for him to call me back on Wednesday. But in the meantime I wondered if anyone on here has had a similar issue?
Is there anything I can try? I have root and S-Off on the phone.
Thanks for reading
Mark
I guess you either have to contact your provider or google.

Thanks Zandoz - but if you read through my message you will see I have contact both EE and Google who have blamed each other.

Hi guys,
I've just bought a second 8" 2016 model from ebay, unfortunately it had the google device protection enabled asking for the last used account login.
Instantly I thought the device was stolen but the seller has been very helpful and shown me the original receipt to prove he bought it.
He changed his password so that he could share his details with me and now it won't let us login to the device at all, it keeps saying use an account that has been used before on the device.
Does this mean that we're now in the 72 hour lock-down period because he changed his password, or is this a more serious problem?
I've tried a couple of the tricks to bypass this lock but neither of them work, I presume this has been fixed in android 6. e.g. the OTG workaround.
I'd appreciate any reassurance you can provide?
Cheers,
Andy
