Yes you can:
Download the file from web to your device
Extract the ROM.zip or ROM.rar Ffile
Rename the extracted *.nbh file to BLACIMG.NBH
Copy this file to the root folder of your Storage Card
Power off your device
When powering on your device press the Volume Down Button
Now you should be able to flash your device with your downloaded
ROM.
But, of course, you have to HardSPL or USPL your device

I've tried to do a hard reset but it doesn't do anything. I can enter bootloader screen though. Is the wiki correct about hard reset being the two soft keys and the soft reset button?

The wiki is correct about that, but if that won't fix it I suggest flashing a new firmware to your phone from the microSD card. You can follow the instructions from the wiki on how to do that, just one thing that it leaves out: you must format the microSD card to FAT32 file system, most come set to the FAT file system.
This has saved me when my device couldn't boot after a bad flash, in fact I now do all of my flashes using this method and they never fail. Good luck!
Is there a HardSPL file to run from the MicroSD card?
Download HardSPL, extract the files, find the .nbh file, then follow the wiki instructions of renaming it to KAISIMG.nbh. That will work fine.
There only seems to be one file...an exe....
You have to run the .exe file to extract its' contents. In the folder that it extracts to you can find the .nbh file.

Actually both are required, first do the sslp file, then the hardSPL file.
So I rename the SSPL file and enter bootloader...
then repeat for the other file?

For some reason when I format the MicroSD to FAT32 and copy the file over (and rename it) it enters bootloader and quickly accesses the card only to say something to the affect of no file found and then return to the bootloader screen.
It will only detect it the file if 3 things happen: it must be fat32, the file must be named KAISIMG.nbh exactly, including the caps, or it will not be detected, and the file must be valid for your phone. If the sspl isn't working, try just the hardSPL.
If all else fails, put the official AT&T firmware back on the phone (it can be found in the FTP under the wiki), then flash hardSPL from your PC.

I just downloaded R3AA010 (generic). The file is APP_SW_X1i_GENERIC_UK_CDF1215-1832_KOV_R3AA010.image
My X1 is HARDspl. Does this mean I can simply rename that file to kovsimg.nbh and flash it from the memory card? Or do I need to convert it somehow? I read
the tutorial but it says i need to change from .image --->.image.nbh
Can I simply rename the file to kovsimg.nbh and flash it?

This is the way you can flash from your computer (when the X1 is connected via ActiveSync / WMDC)
1. Download X1_CustomRUU.exe and put that in the same directory as your rom.
2. Rename your rom from .image to .nbh (the rest of the name doesn't matter)
3. Execute X1_CustomRUU.exe and follow the steps on the screen.
If you want to use SD-card flashing you have to
1. Rename it to kovsimg.nbh (I don't know if the case is important)
2. Copy to the root of the SD-card (i.e. not in a sub directory)
3. Power off the X1
4. Enter bootloader bij pressing 'volume down' and a little later 'power' until you see a four-colored screen (red / green / blue / white). If everything goes well it will flash automatically

I want to restore the original ROM, from SE but the update service doesnt work.
rename it to .nbh and flash it like the others, with SD-Flash or RUU...

You don't need to create two separate topics, it just uses up space unnecessarily.
Also, if you were to read the stickies in the forum there is one there which contains all of the original ROMs including R3A. You can download the one you want and install it in the same way you did a custom ROM.
Change the name of the file (EXAMPLE: APP_SW_X1i_GENERIC_UK_CDF1215-1832_KOV_R3AA010.image) for:
(1) kovsimg.nbh if your are going to update the rom with de SD method.
(2) ruu_signed.nbh if you are going to update the rom with your PC by the CustomRUU method.

But if you don't see the files with ***.image , go to Tools -> Folder options -> view
and un-select "Hide extensions for known files types" in your Windows Explorer.

I downloaded the Standard Version (im a newbie) and have 4 Files.

PagePool_Changer.exe
I have read that i must copy the diamimg.nbh at the root of my internal storage and do a Hardreset by a ORIGINAL Windowsmobile ROM
How must I handle this with this ROM.?

You don't need to copy nothing...
First run PagePool_Changer.exe and select diamimg.nbh file.
then select whole part 20 and pust "change to" (so it will work faster)
Then run CustomRUU.exe and follow instructions...
Hi all,
I have been trying to get past the lockout screen on my HTC Diamond 2 (the PURE version from AT&T).
I used PSAS and my old phone to make a goldcard (following forum.xda-developers.com/showpost.php?p=7033683&postcount=3 this thread).
I then downloaded the stock ROM from htc.com/us/support/pure-att/downloads/ HTC (since the xda "shipped-topaz-ROMS" link doesn't go any where.) It's an .exe file, which didn't get me anything in the bootloader. I tried renaming it topaimg.nbh to see what would happen and still came up with nothing.
What should I try next?

Right click on the .exe and extract files, you will see the .nbh file

For the record, you gotta rename it to TOPAIMG.nbh but you already knew that didn't you?
You already stated you attempted to rename the .exe to TOPAIMG.nbh so to state again would have been pointless.
"TOPAIMG.nbh" is for flashing from SD Card, RUU_Sugned.nbh is for flashing with RUU Wrapper.
