Help or Advice :) Changing Select Colour ( high light colour )

Hey Everyone
Just need some quick advice
Im trying to change the colour when you say click a icon of the desktop of click phone on or app draw the bottom menu ....
Basicly the high light colour...Green to Blue..

2nd.. on my app drawer my gallery icon is like this... and whenever i click it, it not respond so quick.
sometimes i have to click it twice to see my gallery.. any way of changing this icon and respond.. ?

[Q] Chrome search options don't work!

In a Google search, if I want to change results settings using the wrench icon, the options aren't click-able in Chrome; unlike in the stock Internet app, where it would bring up a new bar of options.
I don't know if this has always existed, but if you guys can help me check whether this happens on your phones too, that'd be great!

Quicksettings do not extend all the way

See pic related. The Quicksettings panel doesn't go all the way to the bottom of the display. Is my phone bugged or is this the same with every note 9?

Mine's the same on stock. I've been custom builds for a while before now and they all when to the bottom.
