is there a way to change the voltage of a frequency with cmd on a pc?

Is it safe to change the freq of the cpu and not touching the voltage?
I mean I thought on computer when you overclock your cpu, it might damage it only because you need to over volt it to make sure its stable? So if I don't touch the voltage but just the freq it should be safe?
I have Ultimate Rom ma nd use 1200mhz and the default voltage. It works very nice. But I dont know if ultimate changed the default voltage. But when you go to like 1600mhz youll need an higher voltage. If its built in in the rom it will automaticly change voltage I think (or they notice voltage on thread post).

EDIT:
every phone has its own limits, test it out.
But it puts a strain on it the higher you go so be careful
Nono. I am asking will just changing the freq and not the voltage damage or reduce life of the cpu?
I was just wondering if anyone had a specific config via Voltage Control that they find to be the best as far as performance and battery leakage go.
I set my peak at 1400Mhz
Hi Guys,
i have a Problem.
Is there anybody how knows hox i can increase my Voltage?
Everytime I set my CPU to 1200Mhz it freezing sometimes. I think that is because my Voltage is to low?
Now : 1200Mhz = 1275mv
I want set it up to 1300 or 1315
Is that possible? Please help
can nobody help`?
I just installed EliteV9.1 Beta ROM with Devil2_0.64 kernel and I9020a KF1 Radio for my SGS.
Now, what is the best setting for my phone to get greater autonomy of battery?
P.S. I didn't configure anything, I only installed!
can anyone help me
setting
1}flash KB3 modem.
2}install NS TOOLS.
3}then go to ns tools and in tweak set IO SCHEDULER TO sio AND ALSO SET STATUS off
4}now go in cpu setting n set Governor to smartassV2.
5}now set MIN CPU FREQ TO 2OO AND MAX CPU FREQ TO 1300.
6}for better battery install DX BATTERY BOOST AND SET MODE: LONG AND check on SMART.
has anyone so far tried changing the voltage input to the battery, to try and charge it faster? i know the kernel sets voltage limits on how much it will accept, so a custom kernel could allow even higher voltages to be accepted.
thoughts?
