Do you mean while in Silent Mode? Or with Notification Sound?
I know that in these early ICS ROMs there is a bug that will not allow the vibration and ring/ notification to happen at the same time.
Team Rocket ICS has the same issue, I believe.
If you have bugs like this to report, you should add them to the DEV thread so the developer can work on it. Chances are you are not the only one with the issue, and there may be a workaround in the DEV thread.

Tried some different f/w but none had the NC enabled...I´m using Paranoid Android...thank you.
TW (Touchwiz) based ROMs eg Ultimate ROM, have this feature. It can be enabled/disabled in dialer settings.

Well, if you're using PA, u will find it in the call settings
Call settings can be accessed from the dial pad by pressing the menu key -- Enable Noise suppression setting

you can try settings in sound menu, or in app settings, you might have it switched of in certain conditions, like when sound is on etc
Vibration test is available after typing *#0*# in dialer.
Still nothing wirh vibration.i will try to reinstall ultimate rom.last chance.

In CM, there isn't an option like ICS.
You can try Screen Filter on Play Store.
But the leds turn on every time when screen off and unlock, and need re-enable app.

I guess you could probably echo a 0 to a certain file, which would turn off the leds permanently. But you have to figure out, which file it is

My status bar keeps going from black to transparent for some weird reason,sometimes when on lockscreen it comes through and can be quiet annoying any thoughts..al boarak rom lt5..

May be because of some mods you applied or rom you using could have mods.

Conflicting mods. May be you should reflash your rom.
