I installed 14-toggles mod and everything worked well, but when I go into the StatusBar Toggles Settings in Settings menu, and apply some changes the Reboot and Power off buttons disappeared from the status bar. I reflashed the mod, but it didn't work, the two buttons are still not there.
What can I do about it?
Settings -> Status bar settings/Quickpanel settings -> Tick 'Reboot' etc.

I'm not sure if you can. Unless you get a tweak that ignores that network status.

Settings> Call Settings> Additional settings> Select line> line 1 or line 2.
Just do not know how to remove the bar...

Those triggers for all the settings aren't the same as in your screenshot
On CM in "settings" -> "system" -> "notification drawer" tick the power widget and you get those. Not the same as the quick settings panel as you can see from the icon where you can change between notifications and settings panel
EDIT: And there actually is the cross to dismiss all notifications in the themed screenshot
