Sorry for posting in general section but i do not have the necessary permissions to post in dev section yet.
Over here in europe i (and some others too) am experiencing force close issues of com.android.phone if i chose any input language other than english or spanish. What sounds odd is nevertheless reproducable. If any other language than enlg/span is set, i cant go into setting/mobile settings without getting a message "com.android.phone was ended". Consequently settings cant be edited. Only workaround is switching back to english, edit and then switch back to your native language.
Btw. I flashed cm9-unofficial-solana 3.7.2012 on top of stock ota 906 with safestrap.
Any ideas and solutions are appreciated. Thank you developers for the hard work.

I noticed my ROM is missing the English (Canada), en_CA locale. How can I add it back into my custom ROM? I know my stock ROM had it, but I don't know which file the locale is located.

UPDATE: I think I got it!
You have to edit:
\data\properties\..
persist.sys.country
persist.sys.language
OR use CWM file attached! flash and reboot! Hurray! Your locale will automatically be set to "English (Canada)". However, If you change the locale to something else, you won't be able to change it back to English(Canada) without reflashing this file.
Alternative: Use morelocale2 app.
Lang ISO639: en
Country ISO3166: CA
UPDATE 2: To add English (Canada) or another other locale to the settings screen on your ROM, checkout g00ndu's guide. you'll need to add these canadian value XML files to framework-res.apk/res/ though
UPDATE 3: added CWM3 compatible version for GB roms.
UPDATE 4: oops. fixed CWM script. flashes fine now. thanks geokilla.

A market app called morelocale2 allows us to add the Canadian locale.

Still looking for a way to stick a locale in a ROM though.
Just an update. I did it! flash the CWM file in the OP to add English(can)
If you use the zip you provided do you still need to edit those two files on file system?

In framework-res.apk\res\values there are folders for each language. I had to add the en_US folder to get US English into the i9000 ROMs, and I would bet that the same would apply here.

I got the \res\values-en-rCA\* that I need. But I'm having trouble inserting it with APK Manager into my ROM's frameworks-res.apk.

It affects default language/spellcheck dictionary settings (ie. en_US "color" vs en_CA "colour"), google apps (ie. maps; voice search will recognize "petrol stations" for en_GB while for canada, its "gas stations"), time/date format (24h vs 12h clock and DD MONTH YEAR vs MONTH DD YEAR). some apps may be locale dependent too-- that's what i know off the top of my head.
It's probably pretty minor since English (Canada) is pretty similar to English (UK) or Eng (US), but still, it's nice to have things right like how the stock ROM was.

ive started to translate MIUI to my own language norwegian,
i am using apktool to decode and compile the apk's
creating a new dic called values-no and place my own strings in there.
everything seems fine, i use root explorer to place my apk's in the system/app/ dic reboots my phone and absolutely nothing happends!
(I've even checked on settings -> system -> language & input settings.
i think i must be missing something crucial!
please help, i understand english well and have no problem with it really, but it would be cool to finnish it and make it happend.
I figured that my lang prefix must be wrong, stumbled upon it when i installed ubuntu yesterday.

No one may have responded, but don't take that as a sign that no one cares. Someone, somewhere, will eventually stumble upon this thread looking for an answer to something you already know. I always suggest to post a fix for a question you asked. It'll help someone out eventually.

and a tips: if you are working on translating an apk, and your'e not sure wich prefix you should use on values-xx simply decode Vending.apk(Market)(or another apk you know to contain your language) go into \res\ and you will find a values-xx folder with your language.

Manage to come across your post... Did you finally make it? I'm also translating miui for my phone, in my language, i tested translating the mms.apk. However i didn't seem to see the changes.
How do you add your language as a separate language in the settings menu? Cause what I'm doing is changing the /values which shows the changes, but what i really want to do is a separate /values-xx so that i can go back and forth to the default and my own language.

Norwegian is in the Language pack?
Just read this on a swedish android forum called Swedroid.com.
Its a mod that a user named Sletmo has done, by modding the Google Now apk called velvet.apk. He has done so Google Now always uses English(US) instead of your language choice. So you can use ex Spanish, as your systemlanguage, and still can ask questions to Google Now and get the cards showing and a voice.
Follow the instructions;:
Note that the app requires Jellybean

1.The first Download the apk file above
2.The second Remount / system R / W, ADP remount
3.The third Push the apk to / system / app / Velvet.apk, adb push "Velvet.apk" "/ system / app / Velvet.apk"

4b. You must INSTALL the velvet.apk again, if you dont, you will not have any Google Search/Now at all..
After that it should work perfectly

or this this app mean you can have a different language, but when you speak english to it, you get your cards
Thank you for this but the reason you may have not gotten a response is because many of us are using English US as our system language anyways.

Everything works fine so far, but when i install Morelocale2 to switch to my native language, not everything is translated. Some words/phrases remain in English.
When i was on Icecream and Sense 3.6, i also had morelocale installed and every word was translated to my native language.
How can i solve this problem?

But to answer your question i think this is more of a ROM related issue. You might want to talk to interaser about it and ask him.

Could some one help me out? I've been struggling to find a link for xt862 that works. I'm out of the U.S. until October using GSM but whatever rom I'm using now is really bugging me. Battery goes way too fast, the keyboard and touch keyboard become unresponsive for texts and sometimes the browser, random fcs, heats up occasionally, extremely slow. I tried minimoto while I was in the states but I found I didn't like it very much, does it support GSM networks anyway?
So I'm looking for a Mavrom 4.0 or 4.5 for xt862 if anyone would be kind enough to send something over to me, I'd really appreciate it.
I'm also learning Arabic while I teach korean and would like to be able to txt in both if at all possible. Does mavrom support this? The rom I have right now shows a bunch of boxes -_- Is this restricted by droid 3 in general? Or is there a "big" rom out there that supports both GSM and Arabic?
I used for a while (and translated ) the MAVRom, but since it initially has only English and Spanish, i think that Arabian support is missing, and i think is the same for Korean... anyway, maybe an ICS/JB rom could have it, since those roms have all the languages file... obviously you got all the stuff about non-working camera, but for common phone tasks, it works pretty well!

Meanwhile... have you tried the D3-MavROM-4.5.zip file right? the other file contains the translation and the ics theme, so it hasn't to be flashed!
