Hey I have a Droid 3 with Steel Droid 5.3 ICS
I hadn't had a problem for months when yesterday i updated Handcent to 4.4.0
Then the next day they released a new update to fix some issue (4.4.1). This update wouldn't install because I had insufficient memory available. I unistalled Handcent and deleted all references in Es file yet some apps just won't install
Now this occurs with other apps as well but not all apps won't install.
As for memory I have plenty
internal app storage: 571MB used, 1.4GB free
running/RAM: 267MB used, 176MB free
internal sd: 5gb used, 6gb free
external sd: 15gb used, 15gb free
I have uninstalled apps with no success, I even tried installing an old version of handcent yet that didn't work either
I have searched endlessly over the past two days.
all suggesting either a bad market update (now its google play though)
or to use apps2sd, but i clearly have enough space

I had the same problem I have a Samsung Galaxy 3 just running stock ICS, but rooted. Handcent updated itself...presumably from 4.4.0 to 4.4.1...however as it was installing I noticed i got the same message about "Error, insufficient memory available" I have plenty of memory available ( i even uninstalled another app, to make sure).
This morning I rebooted my phone and Handcent has gone from my phone completely. I have tried installing it again through Google Play - but have had no success.... I keep getting the same insufficient memory message.... I have deleted any traces of Handcent from the phone, but this hasn't helped.
It's annoying because the reason I installed Handcent was so that I could received MMS properly, as the default app didn't do it (certainly from iPhone owners anyway).
I still haven't found a solution but I restored a nandroid backup from two weeks ago and now all apps are updating to current versions, no problem.
The only change I made to my system was adding Google Now for ICS but I had already tried reverting from that to no avail.

Okay may have found a possible solution... unfortunately I hadn't backed my phone up (I have now!) had you rooted your phone? I had rooted my Galaxy s3 i9300 through the method on this forum - Using Odin and flashing the PDA part with the rooted Tar file Incidentally I also got the insufficient memory error installing another update to an App...
I had also noticed that the SU access was acting weirdly... Titanium Backup said it couldn't access the root file, however luckypatcher could and CPU Master could??
I reflashed (rooted) my phone and tried Titanium Backup again and it obtained access. I then tried reinstalling Handcent and it installed fine, as did the other App I was having difficulties with.
Whether this method works for others, I don't know... but thought i'd pass it on

the lack of space for applications after installing MIUI ICS has been driving me crazy. The latest ROMS for MIUI should have Apps2SD already installed. Here is a link to a comment in the MIUI thread in how to install it..

Now that being said.. It works great BUT even with the apps now going to the SD card, Android still reports the disk size wrong meaning you will get insufficient disk space errors even though you actually have a ton of space to install.

He states in there that running 'install' does move it to the SD card and even shows you how to make sure BUT he states that Android will still report the wrong disk space. I followed his steps and verified that my Apps folder was now on the SD card but my phone was still telling me I only had 30mb left and kept running out of space when trying to update Dropbox and Google Maps.
But further down he talks about the xdata command you can use. If you use it, it will actually begin to report your data size correctly allowing you to update and install more applications. Its experimental and it could cause some slow downs on your phone but I was desperate at this point. I ran it and it rebooted my phone (took a bit longer than usual) but the Android System is now reporting the correct amount of free space and I was able to update my apps and still have a ton of space left.

Did a search but could not find this issue and cannot post on dev thread for ROM so i posting here if wrong place i sorry.
OK the issue, after updating to 3.0 of ultra i cant update any apps as it keeps spitting out "Insufficient Storage Available" which is a crock of ..........as i have 1.57GB out of a total of 5.37GB available on internal plus external sd card with 12GB available but not relevant as apps on internal with 1.57GB available. Have updated to 3.1.5 but still the same and also unable to install any apps, yet i have less apps on it now than prior the 3.0 as i was generally running under a GB space before. Memory running at about 300MB out of 840MB
Any help or pointers or criticism for not searching far and wide enough to find a answer gracefully accepted

Have you made backups via CWM Recovery before??
For example I have made a backup with CWM recovery which wasn't seen by other recoveries or system himself.
I had to install CWM recovery once again and only this one seen two backups which take me about more than 2GB internal storage.
After fresh install (with full wipes, also internal storage) fresh eXistenZ + 22 apps which I have installed after I have 4.05GB free space on internal storage and no problems with install anything.

I have not used CWM to create backup's i have only ever used Titanium but the issue is slightly different as the amount of free space is correct.
I think i have narrowed it down somewhat as i am able to install apps from Play store that have never been on the phone before the issue appears to be apps that are already on the phone can not be updated, i have uninstalled ones needing updating except for Chrome and NDR Utils as it wont allow me to uninstall them so i have frozen them for time being, i then rebooted and tried to reinstall them but even with them uninstalled it is still spitting out the "insufficient Storage" error
so my thinking is something is being left from uninstalling that is causing the issue as like i said above i can install anything else from Play store that has not been on phone before, for example i installed links2sd after it spat out the insufficient storage error for a previously installed app i tried installing again i have plenty of internal storage available for apps and it letting me install stuff that not been on phone before but wont let me update or reinstall stuff on or has been on phone before.
After doing some searching i found others having similar issues with different phones and roms etc but thus far all the solutions to those have not worked for me.
I know i could just easily wipe and start a fresh but to me thats defeating the object and takes so long even with all the backups etc, it just a real PITA to start afresh so i sooner search,read,beg,ask etc etc and exhaust every other avenue before admitting defeat and wiping.
I tried to install an app and got the error message "There is insufficient space on the device". I looked at the device memory and it shows that I have used 5.02gb out of 5.51gb, but when I select all files (including hidden files) and display properties, it shows I've only used 772.67 mb of space. I don't have that many apps installed and I totaled the amount of space that the apps use and it is also under 800 mb of space. I can't find where the discrepancy is in the space available. Any ideas on where the missing 4gb of files are?

First deinstall one or two apps so you can install this https://play.google.com/store/apps/details?id=com.mobile_infographics_tools.mydrive. It will give you details how your sd is occupied.
ES File Explorer has an "SD Card Analyst" under tools that will show you where your storage went.

Have you done a lot of installing-deinstalling of apps?
The ram in the phone is flash. In order to prolong flash life there's a memory manager that does what it can to prevent the same areas of flash from being repeatedly written and deleted. So flash does not work like a hard disk where when a file is deleted then the space is immediately rewritten. Instead, the flash manager tries to spread new writes across the flash. On occasion a bit will go bad in the flash. The flash manager will also lock that bit out. All of this is done at a hardware level that is below the filesystem's visibility, it's done in the hardware of the flash controller.

That is probably what is was, I did install and uninstall apps. I ended up doing a factory reset, reinstalled all the apps, and now have 2.7gb free. I'll keep SD Maid in mind if it happens again!

Thanks very much for the follow-up I'm glad it worked. Unfortunately this nonsense about "phone flash defragmenters don't work" has been repeated so often that a lot of sorcerers apprentices that don't understand hardware have misled a lot of people. Phone flash defragmenters don't work because the file system used on flash has no direct mapping to physical areas in the flash, because the flash's on chip hardware manager does that. But just because they don't work does not mean that flash cannot get fragmented and it is good to know that a factory reset that wipes all data does defragment the flash.
This has happened again! I uninstalled an app about 2 weeks ago and noticed that I had 2.01 gb free. I went to do play store updates today and all the free space is gone! I haven't installed or uninstalled anything since about two weeks ago. Frustrating. I'm going to try the SD Maid that someone suggested earlier. I really don't want to have to do a factory reset just to get my free space back. That seems like such a world war III fix...
Results of the SD Card Analysis

Phone info: AT&T Note 3 on T-Mobile network. Android 4.4.2. Baseband N900AUCUCNC2. Phone is rooted, and carrier unlocked. I have busybox and xposed framework.
This is the first time I have not been able to find the solution to my problem using the forums. I have been searching through threads, but I haven't been able to find anyone who has had the same errors. Apps that are on the internal memory (kindle, adw, ePSXe, file manager, Titanium Backup, SNES9x EX+) are not working correctly. Kindle crashes on open, SNES can no longer save game state, ePSXe cant save game state, File manager cant move files from internal to SD, ADW cant create backups or find the ones it made before, and Titanium Backup cant find my backups, create new ones, or do anything really. All of these issues started yesterday. The newest applications on my phone are ePSXe and Every BIOS, but before I got ePSXe to work, I tried FPSE which failed to download the plug-ins everytime it started. It's not creating any massive system errors, but it is annoying as hell that I cant use any of these apps properly. And ADW not working means I'm using TouchWiz which I hate. I ran a system scan using Avast and it found no viruses.
I am convinced it is a permissions issue on the internal memory since all my SD based apps work fine. And I can use the apps on my internal memory still (SNES9x for example works file to run the ROMs, but the ROMs are located on the external SD, saves do not work at all). I tried fixing permissions in TWRP recovery but nothing improved. Also tried clearing cache in TWRP and nothing improved. Any and all advice that you can dispense would be greatly appreciated.

Well, I found a solution. The problem was, in fact, that the internal memory did not have write permissions on the SD. Fixing it by editing permissions.xml worked after I also did a dalvik cache.
Phone: Galaxy J5 2015 - Android 6.0.1
I successfully installed the Magisk framework with TWRM. Downloaded the Magisk Manager apk from the official github (2 MB) but when I try to install, I get "Out of space, Magisk Manager couldn't be installed. Free up some free space and try again".
As per System/Storage app, I have 6.68GB used out of 8.00 GB internal storage, and 2.56 GB used out of 7.14 GB SD Card, so plenty of space for a 2MB APK. SDMaid app also shows enough free space.
(Bit confusing tough that the storage app on the top says 27.42GB out of 32GB, while there is only 8GB internal and a 8GB SD card present physically, but in the breakdown the details are correct as per I wrote above)
I checked, I could install larger apps from appstore (eg Star Trek flet command, 86MB plus downloaded a lot in additon) withuot issues. I tried uninstall some apps and reinstall Magisk (so definitely have free space), no luck.
Note: previusly I rooted my phone with supersu, and enabled SD card memory adoption as internal storage - that still works, apps there function, but maybe that could cause an issue with magisk?I wanted to switch to Magisk because I have an app what do not work on rooted phones.
This may not help a bit, but some software can remove unused .odex files. This is one of the few tolerable features of Lucky Patcher, I think...

OK, so it seems the problem with not Magisk, but with any APK file I download.
I can install everything from the store, but any APK file I download and try to install, I get the out of space error.

I can't install Lucky Patcher as well (as it is also comes as a separately downloaded APK) - thats how I found out the isse is not with Magisk, but with the APK files outside of the appstore
Fair enough. Is there any chance that SD Maid might help? It might not fix the issue, but maybe it will make enough space for LP to squeeze in, and from there you can do Remove All Patches.
Naturally you don't want to arbitrarily remove mass odex files, but the app that (probably) caused this little conundrum is (probably) the best way to fix it.
You could try wiping Dalvik cache too, I guess.
